We have strengthened the four guarantees of organization, foundation, system, and comprehensiveness through comprehensive means, and coordinated and promoted the construction of a new pattern of "1334" community correction work. (3) Improve and improve mechanisms and standardize work operations. Improve the working system for investigation and evaluation, delivery and acceptance, management and education, assessment and rewards and punishments, admission and execution, release from correction, etc., refine and improve the work process, and ensure that all procedures of community correction work from entry to correction are run in a standardized manner. Existing problems

1. Social awareness is not high. The publicity and mobilization of community correction work is not extensive enough, the social influence and recognition are not high, and it has not really penetrated into the hearts of the people. The public knows very little about the concept, content, purpose, significance and role of community correction, resulting in the public's worries and concerns about community correction personnel. Psychologies such as fear, rejection, defensiveness, and discrimination are relatively common, and they often adopt an uncooperative and unsupportive attitude towards correction work, which makes socialization of correction more difficult.

2. The organizational mechanism needs to be strengthened. Community correction work is highly comprehensive and involves many functional departments. Currently, there is a lack of effective organizational leadership and coordination bodies at the county level, and there is no joint meeting system. The leadership and coordination of community correction work need to be further strengthened. Relevant functional departments have not yet formed an effective synergy in actual work. In terms of the delivery of legal documents, the handover of personnel, supervision and management, etc., there are sometimes phenomena that are not in place and out of sync.

3. There is a serious lack of work force. The Judicial Office is the main force in community correction. It is responsible for community correction-related work according to the entrustment of community correction institutions. In actual work, grassroots judicial offices have many affairs and wide-ranging responsibilities. They not only undertake community correction tasks, but also undertake legal publicity, people's mediation, legal services, legal aid, resettlement assistance and education, comprehensive management and other central work in towns and villages. In our county, The staffing situation of judicial offices is seriously inadequate. 5. Funding is not guaranteed. Currently, a large amount of money is required for the daily supervision of community corrections personnel, pretrial investigation and evaluation, files, law enforcement, office facilities, training, etc. According to our city's "Opinions on Strengthening Community Correction Fund Guarantee", counties shall implement the standard of 1,500 yuan per community prisoner per year, and Article 6 of the "Community Correction Law", people's governments at all levels shall include community correction funds at their own level. 6. The participation of social forces is not high. First, the community participation in community correction determines that community correction requires the intervention of social forces. In practice, the carrying functions of rural areas and communities are not strong, volunteer resources, volunteer service awareness and incentive mechanisms are lacking, and the role of social forces in participating is limited. Second, poverty relief work is directly related to whether community prisoners can smoothly integrate into society. However, currently, our county’s social assistance, vocational education, employment guidance and other assistance measures for community prisoners are not well targeted, and social forces are involved in the assistance. The depth and breadth are not enough, and assistance in the areas of re-employment, family maintenance, social adaptation and mental health of prisoners in the community urgently needs to be strengthened. 4. Opinions and Suggestions

The "Community Correction Law" has been officially implemented on July 1, 2020. The entire county should take the opportunity to study, publicize and implement the "Community Correction Law", conscientiously organize and carry out the study, publicity and education of the "Community Correction Law", and actively promote the implementation of the "Community Correction Law" in accordance with the law. Establish the XX County Community Correction Committee, comprehensively clean up and revise the existing rules and regulations of community correction, and ensure the work connection during the implementation of the community correction law in accordance with the law, and strive to promote the high-quality development of community correction work in the county. 2. Improve the community correction work security mechanism.
