IV. Procedures for applying for qualification, upgrading qualification and annual inspection of qualification:

1. To apply for the qualification of special-grade, first-grade and professional-grade construction contracting enterprises, the applicant directly applies to the Provincial Construction Department and submits relevant materials, and the centrally managed enterprises directly apply to the Ministry of Construction;

2. The Provincial Construction Department examines the application materials, puts forward preliminary examination opinions, and reports the preliminary examination opinions and all application materials to the Ministry of Construction.
