Article 1 In order to ensure that disabled people enjoy equal rights and opportunities to participate in social life and enjoy social material and cultural achievements, these Measures are formulated in accordance with relevant laws, regulations and rules, combined with the actual situation of this Municipality. Article 2 Persons with disabilities who hold the People's Republic of China (PRC) Disabled Persons' Card (hereinafter referred to as the Disabled Persons' Card) and whose household registration is within the administrative area of this Municipality shall receive assistance in accordance with these Measures; Disabled persons whose household registration is not within the administrative area of this Municipality may receive assistance in accordance with the provisions of the first paragraph of Article 6, the third paragraph of Article 12 and Article 15 of these Measures. Third city, district (county) people's governments and their relevant administrative departments should pay attention to the cause of the disabled and do a good job in helping the disabled according to their respective responsibilities.

City, district (county) Disabled Persons' Federation is responsible for supervising and inspecting the implementation of these measures. Article 4 The municipal, district (county) people's governments shall incorporate the funds for assisting the disabled into the financial budget, make overall arrangements and strengthen management.

Encourage social forces to donate money to support the cause of the disabled. Article 5 People's governments at all levels and sub-district offices shall, according to the actual situation, gradually build a socialized rehabilitation service system with professional rehabilitation institutions as the backbone, communities as the foundation and families as the support, so as to provide comprehensive and effective rehabilitation services for the disabled.

Encourage and support social forces to set up rehabilitation institutions for the disabled, and carry out rehabilitation medical treatment and training, personnel training and scientific and technological research for the disabled. Article 6 Disabled persons shall enjoy the following rights and interests by virtue of the Disabled Persons' Card:

(1) Take local buses and ferries for free or at half price;

(2) Admission to public places such as parks, zoos, tourist attractions, museums, memorial halls, science and technology museums, exhibition halls, stadiums (gymnasiums), cultural activity centers and science and technology activity centers is free or at half price; For the blind, mentally disabled, disabled people with lower limbs and other severely disabled people, an accompanying person may be allowed to enter the above public places free of charge or at half price; The necessary assistive devices for the disabled can be carried free of charge;

(3) Free books for the blind;

(4) Free library card and reading card;

(five) when flying by plane, car, ship or train, civil aviation, transportation, railway and other units should give priority to providing services such as ticket purchase and priority registration;

(six) public parking lots provide free motorized wheelchairs for the disabled;

(7) When seeking medical treatment in public medical institutions, registration fees, intramuscular injection fees and premarital examination fees are exempted, and priority is given to registration, seeking medical treatment, taking medicine and arranging beds. Article 7 When poor disabled people seek medical treatment in public medical institutions, the examination fee, hospital bed fee and operation fee shall be reduced by 20%.

Poor mentally disabled people can regularly go to the street (town) psychiatric prevention station (point) where their household registration is located to receive treatment drugs free of charge.

Deaf-mute, cerebral palsy, intellectual disability, autism and other poor disabled children receive rehabilitation training in public rehabilitation institutions, free of rehabilitation training fees. Eighth disabled people with housing difficulties in rural areas to apply for homestead, under the same conditions, the land administrative departments and local villagers' committees should give priority.

Enjoy the minimum living allowance of urban families with disabilities and rural poor families with disabilities to implement the renovation of dilapidated buildings, real estate, construction administrative departments to give relief related management fees, housing costs; Relocated households are given priority in receiving subsidies.

Disabled families meet the conditions for applying for urban low-cost housing security, and the real estate department should give priority and give rent relief according to relevant regulations. Ninth civil affairs departments should give priority to the disabled who have no source of income, no ability to work, and can't decide their dependents, dependents or caregivers. Tenth families with disabilities who meet the minimum living guarantee conditions for urban and rural residents, the district (county) civil affairs departments should ensure that they are included in the scope of security assistance.

The severely disabled who are included in the minimum living guarantee for urban and rural residents may apply to the district (county) Disabled Persons' Federation for special subsidies for the difficulties of severely disabled people every year. Specific subsidy measures, standards and the financial burden ratio of the city and district (county) shall be separately formulated by the Municipal Finance Bureau in conjunction with the Municipal Disabled Persons' Federation and implemented after being approved by the municipal government. Eleventh public places of transportation, post and telecommunications, banks, medical care, tourism, foreign affairs and public security entry-exit units shall be equipped with auxiliary facilities to provide convenience for the disabled, and signs of "priority for the disabled" shall be posted. Article 12 Disabled persons may, by virtue of the Disabled Persons' Certificate, get legal aid in priority in legal aid institutions established in judicial departments at all levels in accordance with relevant regulations, and be exempted from legal consultation fees.

Persons with disabilities who enjoy the minimum living guarantee for urban and rural residents or assistance for the poor in rural areas can get legal aid and appropriate reduction or exemption of lawyer's fees.

Legal service institutions should give priority to handling legal affairs such as alimony, maintenance, labor remuneration, industrial injury compensation, pension, judicial expertise, notarization, etc. for the disabled, and give relevant fee relief in accordance with relevant regulations. Thirteenth to encourage and support the disabled to adopt flexible and diverse forms of employment to achieve employment.

The competent departments of labor security and personnel administration at all levels and the Federation of Disabled Persons shall provide public welfare employment services for the disabled, apply for job-seeking registration or unemployment registration free of charge for the disabled with job-seeking aspirations in the region, and provide job introduction services free of charge.

People's governments at all levels shall determine vocational training bases for the disabled from various vocational education and training institutions and provide vocational skills training services for the disabled free of charge.
