Article 3 The contents of institutional establishment management of public institutions include: name, nature, affiliation, responsibilities and tasks, grades and specifications, number of leadership positions, internal institutions, staffing, proportion of personnel structure, budget management forms, etc. Article 4 These Provisions shall apply to state-owned institutions organized by municipal organs, people's organizations and other enterprises and institutions. Article 5 The Municipal Organization Establishment Committee (hereinafter referred to as the Municipal Editorial Board) and its office and the Office of the Municipal Organization Establishment Committee (hereinafter referred to as the Municipal Editorial Office) are responsible for the management and supervision of the organization establishment of municipal institutions. Chapter II Management System and Management Principles Article 6 The system of unified leadership and hierarchical management by the municipal party committee and the municipal government shall be adopted in the management of institutional establishment of public institutions. Institutions with financial allocations and administrative fees should strictly control the staffing. Article 9 All relevant departments must issue personnel plans and wage fund plans within the staffing quota of public institutions approved by the municipal personnel department. Tenth relevant departments and units shall allocate personnel within the proportion of career establishment and personnel structure, accept and resettle college graduates, retired soldiers and recruit contract workers. Chapter III Organization Establishment and Staffing Management Article 11 The establishment and staffing of public institutions shall be comprehensive, balanced, streamlined and efficient according to the needs of national economic growth, social development and financial situation. Article 12 The establishment of a public institution shall meet the following conditions:

(a) to meet the needs of national economic and social development;

(2) the name of the organization;

(3) definite host;

(4) Clear responsibilities and tasks;

(5) Legal and stable sources of funds;
