It may be a bit of a blow to you, but the actual situation now is that all medical graduate students who graduated here seem to be able to work as teachers in secondary vocational schools, and some even go to medical majors in private colleges. As for the staffing problem you mentioned, the graduate students in my university have no formal staffing of public institutions, that is to say, their files are stored in the provincial (or municipal) talent market and belong to the personnel agency. Only doctoral students have formal establishment of public institutions.
