Article 1 In order to properly handle the remains of SARS patients and prevent the spread of virus and epidemic situation, these Provisions are formulated according to the requirements of the Emergency Notice on Handling the Remains of SARS Patients and Funeral Activities issued by the Ministry of Civil Affairs and the Ministry of Health. Article 2 A leading group for the treatment and funeral of SARS patients in Shenyang is established, which is composed of the Civil Affairs Bureau, the Health Bureau and the Public Security Bureau. The office of the leading group is located in the Civil Affairs Bureau, and is specifically responsible for matters related to the treatment and funeral activities of SARS patients.

Xinmin city, Liaozhong County, Kangping County and Faku County should set up their own steering groups to handle the remains and funerals of local SARS patients. Article 3 The remains of patients who died of infectious atypical pneumonia shall be cremated on the spot in time on the principle of proximity, and shall not be transported or disposed of in other ways such as burial. The remains of SARS patients in nine districts of the city are unified in funeral home cremation designated by the SARS Steering Group, and xinmin city, Liaozhong County, Faku County and Kangping County are in the county (city) funeral home cremation. Article 4 The remains of SARS patients shall be disinfected and sealed by the health and epidemic prevention department and sent to the designated corpse transport vehicle. Under the close monitoring of relevant departments, vehicles designated by civil affairs departments are transported to designated cremation plants and cremated in special cremators; After cremation, the ashes should be cleaned by specialized personnel and placed in designated places.

In the process of disposing of the remains, the health and epidemic prevention department is responsible for providing technical guidance for transporting the remains and protecting the cremators. After the cremation of the remains of patients with infectious atypical pneumonia, the cremators must strictly disinfect their working space, utensils and clothes. Article 5 After the death of an infectious atypical pneumonia patient, it is not allowed to hold a farewell ceremony or use the remains for other forms of funeral activities. Article 6 The remains of Hui people and other ethnic minorities who died of infectious atypical pneumonia must be cremated on the spot, and the cremated ashes can be placed according to national customs; Foreigners in China, overseas Chinese and compatriots from Hong Kong, Macao and Taiwan who died of SARS in Shenyang must be cremated on the spot in accordance with these regulations, and the cremated ashes can be transported abroad according to the wishes of the families of the deceased. Seventh acts in violation of these regulations and refusing or obstructing the work of epidemic prevention and funeral personnel shall be dealt with by the health and civil affairs departments in conjunction with the public security organs. If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Article 8 These Provisions shall come into force as of the date of promulgation.
