When performing their duties, state organs at all levels in the autonomous region use both Mongolian and Chinese languages, which can be given priority. Article 3 People's governments at all levels shall popularize the standard pronunciation of Mongolian and unify the standardized characters of Mongolian. Thirteenth institutions of higher learning should gradually strengthen or add majors that mainly teach in Mongolian, and expand the enrollment scale of preparatory classes. Preparatory classes should recruit students who teach in Mongolian. All kinds of colleges and universities should implement a separate plan for the enrollment of Mongolian teaching majors, and gradually increase the number of students enrolled. Article 14 People's governments at all levels shall formulate special policies to broaden the employment channels for university graduates who teach in Mongolian language, and state organs, people's organizations, enterprises and institutions shall accept university graduates who teach in Mongolian language. Fifteenth people's governments at all levels should carry out practical technical training for farmers and herdsmen in Mongolian inhabited areas, and strengthen the supporting construction of practical technical training. Chapter III Use and management Article 16 Official documents of state organs and people's organizations at all levels shall be written in both Mongolian and Chinese.
All state organs and people's organizations stationed in the autonomous region shall abide by the provisions of the preceding paragraph. Seventeenth in state organs at all levels, people's organizations, enterprises and institutions, the use of Mongolian and Chinese languages to carry out work and meet the standards set by the autonomous region, enjoy the Mongolian and Chinese language allowance. Specific measures shall be formulated by the people's government of the autonomous region. Eighteenth state organs, people's organizations and institutions at all levels should strengthen the construction of Mongolian language translation institutions and teams, equipped with translators.

State organs and people's organizations at all levels engaged in Mongolian language translation and obtained professional and technical positions enjoy the same treatment as those with professional and technical positions in medical insurance, housing and travel expenses. Nineteenth state organs, people's organizations and institutions at all levels should use Mongolian and Chinese when holding large-scale important meetings; When holding a plenary meeting, Mongolian and Chinese should be used according to the situation of the participants. Twentieth judicial organs at all levels shall ensure that citizens of all ethnic groups have the right to use Mongolian language in judicial activities. Twenty-first petition departments at all levels shall receive and handle letters and visits from people who use Mongolian language. Twenty-second social market language within the administrative area of the autonomous region should use both Mongolian and Chinese.
Specific measures for the management of social market texts shall be formulated by the people's government of the autonomous region. Twenty-third public service industries should use Mongolian language when providing services to citizens who use it. Twenty-fourth state organs, people's organizations and institutions at all levels should be reasonably equipped with Mongolian and Chinese language staff. Article 25 State organs, people's organizations, enterprises and institutions at all levels shall provide Mongolian examination questions for various examinations such as recruitment, selection of state civil servants, employment of staff and promotion to professional and technical positions, and candidates may conduct written examinations and interviews in Mongolian. Under the same conditions, priority is given to those who are proficient in Mongolian and Chinese.
