Is Baoding banknote paper factory a central enterprise or a state-owned enterprise?

Baoding banknote paper mill is the first banknote paper mill in New China, which belongs to China Banknote Printing and Minting Corporation. It is a large state-owned enterprise and one of the largest professional manufacturers in banknote paper in the world.

Central enterprises are all state-owned enterprises, but state-owned enterprises are not necessarily central enterprises. Central enterprises refer to state-owned companies directly under the relevant departments of the State Council. State-owned enterprises only refer to enterprises invested and controlled by the central government or local government of a country.
