Chapter I General Provisions Article 1 These Measures are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality in order to carry forward the humanitarian spirit of saving lives, ensure blood for clinical use, safeguard citizens' health and promote social civilization. Article 2 This Municipality encourages citizens to donate blood without compensation.

All citizens between the ages of 0/8 and 55 in the administrative area, as well as school-age citizens who have temporarily lived in this city for more than half a year from other provinces and cities, have the obligation to donate blood without compensation.

Citizens who perform the obligation of blood donation and their immediate family members enjoy the corresponding right to use blood without compensation. Article 3 This Municipality implements the blood management system of unified management of blood sources, unified blood collection and unified blood supply. Article 4 People's governments at all levels shall strengthen their leadership over the work of blood donation among citizens within their respective administrative areas, make unified plans, and organize and coordinate relevant departments and units to do a good job in blood donation. The district and county health administrative departments shall be responsible for the voluntary blood donation and blood management of citizens in this area.

Red Cross Societies at all levels should actively participate in blood transfusion and donation, and promote the development of voluntary blood donation. Article 6 The blood bank in the city center and the blood bank in Yiyuan County center are non-profit organizations that do not aim at camp. They are specialized institutions that collect and provide blood for clinical use in this city, and are responsible for collecting, storing and providing qualified blood to medical institutions. Article 7 State organs, social organizations, military units, institutions of higher learning, enterprises and institutions, residents' committees, villagers' committees and other organizations are responsible for organizing healthy citizens in their own units and regions to participate in blood donation without compensation.

News, publishing, radio and television, culture, education and other departments should actively cooperate with the administrative department of health, widely publicize the common sense that proper blood donation is not harmful to health, and carry out public welfare publicity of citizens' blood donation. Article 8 The municipal, district and county people's governments or the Red Cross Society shall commend or reward the units that have completed the voluntary blood donation plan on time or the units and individuals that have made remarkable achievements in blood donation and blood management.

Units that do not actively publicize and organize citizens to donate blood without compensation shall be informed criticism by the municipal, district (county) people's government or the municipal public health administrative department, and shall be ordered to make corrections. Chapter II Blood Donation and Blood Use Article 9 The municipal public health administrative department shall formulate citizens' blood donation plans and annual plans according to the demand for blood for medical use in this Municipality. Article 10 Before a citizen donates blood, the blood collection unit shall conduct a health examination according to the national blood donation physical examination standard, and only after passing the physical examination can he donate blood. After donating blood, citizens will get a certificate of unpaid blood donation.

For those who are not suitable for blood donation due to their physical condition, doctors should explain the situation to them, guide them to do further examination and seek medical treatment, and keep their condition confidential. Eleventh unpaid blood donors donate 200 ml each time, and citizens voluntarily donate 400 ml at a time, which can be calculated according to fulfilling the obligation of blood donation twice. The interval between two blood donations shall not be less than three months.

Citizens who meet the conditions for blood donation donate blood at least once every five years. Twelfth unpaid blood donors to donate 200 ml of blood, blood donors can use 200 ml of blood in this city. If the cumulative amount reaches 400 ml, 800 ml of blood can be used for free; The total amount reaches 600 ml, and 1800 ml blood can be used for free; If the cumulative amount reaches more than 800 ml, you can use blood indefinitely for free for life. Thirteenth unpaid blood donors can use the same amount of blood free of charge when using blood in the medical field. Fourteenth unpaid blood donors who do not use blood themselves, their spouses, children and parents can use the same amount of blood donated by unpaid blood donors free of charge when they use blood for medical treatment due to injuries. Fifteenth in accordance with the provisions of these measures, blood can be used free of charge, blood users should pay the blood fee in the hospital, to the blood collection and supply institutions to reimburse the blood fee that can be used free of charge in accordance with the provisions of Article twelfth. With the blood certificate issued by the hospital and its identity certificate, blood donation certificate and valid kinship certificate referred to in Article 14 of these Measures, Articles 13 and 14 of these Measures shall be implemented. Chapter III Blood Management Article 16 Except for the blood station in the city center and the blood station in Yiyuan County center, no other unit or individual may collect blood or supply blood by itself. Article 17 The central blood station in the city and the central blood station in Yiyuan County shall strictly implement the national technical standards and norms for blood collection and supply, ensure the health of blood donors and ensure the quality of blood. Eighteenth blood stations in the city center and Yiyuan County Central Blood Bank must test the collected blood; Blood that has not been tested or does not meet the standards prescribed by the state shall not be provided to medical institutions.

The blood provided by the central blood station in the city and the central blood station in Yiyuan County shall meet the hygienic standards and requirements stipulated by the state. Nineteenth blood stations in the city center and the central blood bank in Yiyuan County must ensure the use of blood for clinical treatment. People's governments at all levels should make every effort to organize blood sources and ensure that blood is used for rescue when a large amount of blood is needed for major disasters and accidents. Twentieth medical institutions can only use the blood provided by the blood bank in the city center and the blood bank in Yiyuan County. Blood for clinical use shall be declared to the blood station (blood bank) every year. Twenty-first medical institutions should strictly implement the technical specifications and operating procedures of blood transfusion to ensure the safety of clinical blood use. Twenty-second medical institutions should actively promote component blood transfusion in accordance with state regulations, so as to make rational and scientific use of blood.
