Internal organizations of Guizhou Provincial Forestry Department

Based on the above responsibilities, the Provincial Forestry Department has 11 internal agencies:

(1) Office.

Comprehensively coordinate and handle the daily government work of the agency, formulate and organize the implementation of agency work plans and work systems; be responsible for agency correspondence, supervision, conference affairs, reception, confidentiality, confidentiality, files, letters and visits, logistics, etc. ; Guide the province’s forestry informatization work.

(2) Policy and Regulations Department (Publicity Department).

(3) Afforestation and Greening Management Office (Guizhou Provincial Greening Committee Office).

Guide the quality management of seedlings, afforestation, and silviculture; guide and supervise the vegetation restoration work of voluntary tree planting, urban and rural greening, departmental greening, and rocky desertification control; guide the natural forest protection project and the project of returning farmland to forest , the construction of key forestry ecological projects such as the Pearl River Shelterbelt Project; guide the cultivation of various public welfare forests and commercial forests, the construction and production of flowers, and the construction and management of state-owned forest farms (nurseries), seedling bases, and forest parks; guide the prediction of forestry harmful organisms , forecast, prevention and quarantine work; organize and implement forestry response to climate change; undertake the daily work of the Provincial Greening Committee.

(4) Forest Resources Management Office.

Organize and carry out forest resource surveys, dynamic monitoring and evaluation and statistical work; guide the construction and management of public welfare forests in the province; organize inspections and acceptances of afforestation and mountain closure for afforestation; organize and formulate plans for the sustainable development of forest resources in the province policy measures and technical procedures, guide the preparation of forest harvesting quotas and forest management plans; undertake the management of forest land rights, supervise the requisition, occupation and development and utilization of forest land, and undertake the review and approval of forest land requisition, occupation and temporary occupation procedures in accordance with the law. Work; responsible for guiding and supervising the felling, transportation, operation and processing of forestry vouchers; supervising the investigation and handling of forestry cases; guiding the construction of timber inspection stations, township (town) forestry workstations and rural forestry energy; guiding and managing the construction of the province's forestry survey, planning and design team .

(5) Wildlife Protection and Nature Reserve Management Office.

Organize, guide and supervise the census, protection, management, development and utilization of terrestrial wild animal and plant resources in the province and the monitoring of epidemic sources and diseases; supervise and manage the protection of ancient and famous trees; organize the preparation and supervise the implementation of terrestrial wildlife resources Annual utilization quotas for wild animal resources; guide the construction and management of forest and terrestrial wild animal types and wetland type nature reserves; undertake the import and export of endangered terrestrial wild animals and plants and nationally protected terrestrial wild animals and plants and their products , the specific work of review and approval of the domestication, breeding, hunting and hunting of terrestrial wild animals under national and provincial key protection; undertake the work related to biodiversity protection and its implementation; undertake the work related to the implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora .

(6) Rural Forestry Reform and Development Office.

Be responsible for organizing and guiding forestry reform and rural forestry development; guiding and supervising the implementation of the reform guidelines and policies of the collective forest rights system; organizing and formulating policies and measures for rural forestry development and safeguarding the legitimate rights and interests of farmers operating forestry, and guiding their implementation; Guide rural forestry contract management, transfer and forest rights management; guide and supervise the mediation of forest rights disputes and the arbitration of forest land contract disputes; guide the construction of the province's rural forestry socialized service system and forestry professional cooperative organizations.

(7) Forest Public Security Bureau (Guizhou Provincial Forest Fire Prevention Headquarters Office).

Understand the province’s forest fire situation, publish forest fire danger and fire information, coordinate and guide major forest fire fighting and rescue work; undertake the specific work of the provincial forest fire prevention headquarters; organize the formulation of the province’s forest fire prevention and forest public security foundation Medium and long-term planning and project suggestions for facility construction and team building; guiding the work of the forest public security team; coordinating and supervising the investigation and handling of major forest cases; and guiding social security management in forest areas.

(8) Development Planning and Fund Management Office.

Formulate medium- and long-term plans for the development of forestry and ecological construction and supervise its implementation; participate in the formulation of economic adjustment policies and measures for forestry and ecological construction; organize the formulation of forestry development and natural forest protection projects, conversion of farmland to forest projects and other forestry projects Plan and supervise the implementation of key project plans and annual plans; organize and guide the establishment and implementation of the ecological compensation and subsidy system for forestry and ecological construction; guide and supervise the management of forestry funds in the province; supervise and manage the province’s forestry finance, statistics and provincial forestry State-owned assets; responsible for the review and approval of forestry construction projects; guiding the province's forest resource asset assessment, comprehensive development of mountainous areas and forestry poverty alleviation.

(9) Science and Technology Department.

Organize and carry out forestry scientific research and technology promotion work; organize and guide forestry scientific research project establishment, implementation, review and application and management of results; undertake forestry technology supervision, formulation of local forestry standards, new technology development, Protection and management of patents and related new plant varieties; supervision and management of forestry biological germplasm resources and the safety of forestry genetically modified organisms; organization, guidance and management of forest certification work.

(10) Department of Foreign Cooperation and Industry.

Be responsible for the province’s international forestry cooperation and exchange work; formulate policies for optimal allocation of forestry resources and forestry industry development plans and supervise their implementation; be responsible for the management of the province’s forest industry, and guide forest product processing enterprises in energy conservation and emission reduction; Safety production and other work; guide war preparation forest (timber) management and supervision and inspection of forest product quality; guide the reform of forestry enterprises.

(11) Personnel Department.

Responsible for the organizational establishment, cadre personnel, labor wages and other management work of the department and its affiliated institutions; formulating and organizing the implementation of forestry talent training and education development plans; undertaking and guiding related work in the construction of forestry teams.

The party committee of the agency is responsible for the party-mass, agency target and performance management of the agency and the affiliated institutions under construction. Establish the party committee office of the agency.

The Retired Cadres Division is responsible for the work of retired cadres of government agencies and guides the work of retired cadres of affiliated public institutions.

The Provincial Commission for Discipline Inspection and Supervision is dispatched to the Discipline Inspection Team of the Provincial Forestry Department, and the Provincial Department of Supervision is dispatched to the Supervision Office of the Provincial Forestry Department, with an administrative establishment of 4 people. Among them: 1 leader of the disciplinary inspection team and 1 deputy leader of the disciplinary inspection team (director of the supervision office).
