According to the policy, all students majoring in normal education who were admitted to six normal universities directly under the Ministry of Education in 2007 must sign basic teaching agreements with the schools. For example, Shaanxi Normal University has issued a supporting policy: freshmen majoring in normal education in 2007 are obliged to teach in rural primary and secondary schools in the west for three years while enjoying free education. During the teaching period, students can go back to school in winter and summer vacations to study for a master's degree in education, get a master's diploma during the teaching period, or continue their studies after the teaching. After the teaching, the state will provide special job fairs for graduates to choose their own destinations; In addition, the state has also taken into account the housing, marriage, children and other issues when graduates teach, and corresponding policies will be introduced one after another.

College student volunteers who participate in the "Western Plan" can enjoy the following policies in addition to the preferential employment policies for college graduates stipulated by the state:

First, the central government provides necessary living allowances (including transportation subsidies, personal accident injuries and hospitalization medical insurance) during service. The living allowance is 600 yuan/person per month (800 yuan/person per month for those who serve in Tibet), and the transportation allowance is RMB 1 ,000 per person per year (those who serve in Tibet and Xinjiang shall be determined separately according to relevant state regulations).

Two. The length of service is calculated, and the relationship between the party and the masses is transferred to the service unit. If I ask to leave my account and file at school, I will keep it for two years according to the regulations. During this period, the archives management agencies will be exempted from the service fee for keeping their archives; If I request to transfer my household registration back to the place where I registered before entering school, the public security organ shall go through the formalities of settlement, and the personnel exchange agency affiliated to the personnel department shall go through the relevant formalities, and the personnel exchange service agency affiliated to the personnel department shall provide personnel agency services free of charge. After the expiration of the service period, the public security organ shall go through the formalities of relocation in registered permanent residence in accordance with the relevant provisions.
