Article 1 In order to strengthen the selection, commendation, management and service of model workers (advanced workers) and give full play to the advanced and exemplary role of model workers in the construction of socialism with Chinese characteristics, according to the "People's Republic of China The Trade Union Law of the People's Republic of China and the Measures of Anhui Province for the Implementation of the Trade Union Law of the People's Republic of China and the Trade Union Law of the People's Republic of China have been formulated based on the actual conditions of this city. Article 2 These Measures apply to the recommendation, selection, commendation, and rewards of municipal-level model workers, as well as the treatment and management of personnel who have won the title of model workers at or above the municipal level and maintained their honors.

The management of personnel who enjoy the benefits of model workers shall be governed by these Measures.

If the state or province has other regulations on the treatment and management of national or provincial model workers, those regulations shall prevail. Article 3 Model workers shall be managed at different levels. The Municipal Federation of Trade Unions shall be responsible for the management of model workers in the city; the county (city) district and development zone federations of trade unions and various industries and directly affiliated trade unions shall be responsible for the management of model workers in their respective jurisdictions, systems and units. .

County (city) district and development zone federations of trade unions and agricultural and rural authorities should jointly do a good job in the management of farmer model workers.

The daily management of model workers is mainly based on the labor union of the unit where the model worker works, and is responsible for collecting, reviewing, filling in, and reporting information and materials. Article 4: Municipal-level model workers are selected once every three years, and the selection and commendation ratio does not exceed 2/100,000 of the city's permanent population in that year. Those who have made special contributions in major events will be named and commended in a timely manner in accordance with the relevant regulations of this city. Article 5 The selection office of municipal labor model workers shall be responsible for the selection of municipal labor models.

The member units of the Municipal Labor Competition Committee shall jointly carry out the selection of model workers in accordance with their respective responsibilities. Article 6: Municipal-level labor models are selected among those who have made outstanding contributions to deepening reform and opening up and economic construction, political construction, cultural construction, social construction and ecological civilization construction within the administrative region of this city.

The recommended candidates for municipal-level labor models should be oriented to the grassroots and front-line, taking into account all walks of life. Article 7 Personnel participating in the selection of municipal-level model workers should meet the following basic conditions:

(1) Love the motherland, support the leadership of the Communist Party of China and the socialist system, and conscientiously implement the party’s policies Lines, principles and policies;

(2) Exemplarily abide by national laws and regulations and Party disciplines and rules;

The specific selection conditions for municipal-level labor models are formulated by the Municipal Labor Competition Committee based on relevant national and provincial requirements and the characteristics of different periods. Article 8 The selection of municipal-level model workers shall be carried out in accordance with the following procedures:

(1) Recommendation from grassroots units. The grass-roots trade union organization will recommend candidates, and after collective discussion and approval at the unit party organization meeting and administrative leaders' meeting, the unit's employee congress, residents' congress or villagers' congress will be held for discussion and approval. After the unit where they work has announced no objections, they will be reported to the superior authority. .

(2) Review and confirmation. The labor union organization of the superior supervisory unit will review and confirm the recommended candidates, and after collective discussion and approval at the unit party organization meeting and the meeting of administrative leaders, the candidates will be reported to the municipal selection office for review.

(3) Review and announcement. The Municipal Selection Office will review the recommended candidates, propose a list of candidates, and submit it to the Municipal Labor Competition Committee, the Municipal Government Executive Meeting, and the Municipal Party Committee Standing Committee Meeting to determine the individuals to be commended. The individuals to be commended will be announced in major municipal media.

(4) Approval and commendation. After the persons to be commended have no objections, the municipal party committee and the municipal government will be asked to name them for commendation and issue certificates and medals.

The selection and recommendation of model workers should adhere to the principles of openness, fairness and impartiality, and fully reflect the breadth, advancement and representativeness. Article 9: The selection and recommendation of national and provincial labor models shall be recommended and reported by the selection office established by the Municipal Labor Competition Committee in accordance with relevant regulations.

Compared with those who enjoy the treatment of model workers, the selection unit will organize the selection and recommendation according to the principle of who selects and who is responsible. Article 10 Model workers enjoy the following rewards and benefits in accordance with the law:

(1) One-time material rewards. Those who are rated as municipal-level model workers will be given a one-time material reward. The specific standards will be proposed by the municipal selection office and implemented after approval by the municipal government.

For those who are rated as labor models at or above the municipal level, their units can refer to the current national, provincial and municipal one-time material reward standards and give the model workers no less than year-on-year supporting rewards, and the funds will be settled by their units.

(2) Spring Festival condolences. All living and honorary national model workers, some provincial-level model workers and municipal-level low-income model workers who have difficulty living in poverty receive Spring Festival condolences every year. Among them, the standards for delineating low-income model workers at the national and provincial levels and the standards for Spring Festival condolences payments are implemented in accordance with relevant regulations at the superior level; the standards for delineating low-income model workers at the municipal level are formulated by the Municipal Federation of Trade Unions in accordance with relevant regulations, and the standards for Spring Festival condolences payments are proposed by the Municipal Federation of Trade Unions. (3) Living difficulties subsidy. Low-income model workers enjoy a certain standard of subsidies every year. (4) Special hardship assistance fund. Model workers at or above the municipal level who meet one of the following circumstances will be granted special hardship assistance funds. The standards for assistance funds for special difficulties for model workers at the national and provincial levels are comprehensively determined by the Municipal Federation of Trade Unions based on annual notices issued by superiors and the amount of funds allocated; the standards for assistance funds for special difficulties for model workers at the municipal level are formulated by the Municipal Federation of Trade Unions.
