Chapter II Scope of Responsibilities
Article 6
Beijing Insurance Intermediary Industry Association takes "providing services for its members, safeguarding the interests of the intermediary industry and promoting the development of the intermediary industry" as its working purpose.
The basic duties of the association are: industry representatives, industry self-discipline, industry coordination, industry norms, industry services, unity and rights protection, exchange and publicity.
Unity: guided by the needs of members and the development of the industry, we will effectively enhance the initiative and pertinence of providing services, enhance unity and cooperation among peers, and promote the healthy development of the industry.
Self-discipline: urge member units to operate in compliance with laws and regulations, promote professional ethics of honesty and trustworthiness, and maintain a fair competitive market environment.
Safeguarding rights: participating in decision-making demonstration and putting forward suggestions for industry development; Carry out investigation and research to reflect the voice of the industry; Strengthen communication with regulatory authorities and government departments to safeguard the legitimate rights and interests of the industry and members.
Coordination: coordinate the relationship between members and be a good coordinator; Coordinate the relationship with relevant industries and social organizations, and be a good industry spokesperson; Coordinate the relationship between members and customers and be a good consumer protector.

Chapter III Members
Section 1 Members
Article 7
Association members include unit members and individual members.
Article 8
Members applying to join the Association must meet the following conditions:
(1) Insurance intermediaries (including professional insurance intermediaries and part-time insurance intermediaries) established in Beijing according to law may apply to join the association and become unit members, provided that they have not committed any major illegal or criminal acts, recognized the articles of association of the association and voluntarily performed the rights and obligations of the members of the association.
(2) An insurance salesman who has obtained insurance qualifications and accepted the entrustment of an insurance company to engage in the sales of insurance products may apply to join the association and become an individual member, provided that he has not committed any major illegal or criminal acts, recognized the articles of association of the association and voluntarily fulfilled the rights and obligations of the members of the association.
Article 9
Membership procedures:
(a) submit a written application for membership;
(two) submit a copy of the qualification certificate;
(3) It was reviewed and approved by the Standing Council of the Association.
Section 2 Rights and Obligations of Members
Article 10
Members enjoy the following rights:
(a) members have the right to deliberate, vote, vote and be elected;
(two) members have the right to participate in various activities organized by the association, and have the priority to obtain the services of the association;
(three) members have the right to put forward opinions and suggestions on the work of the association, as well as criticism and supervision;
(four) members have the right to demand the protection of their legitimate rights and interests;
(5) Freedom to join and quit voluntarily;
(six) other rights stipulated in the resolution of the general assembly.
Article 11
Members shall perform the following obligations:
(a) abide by the articles of association, self-discipline convention, industry standards and business norms;
(2) Implementing the resolutions of the Association;
(three) to safeguard the legitimate rights and interests and reputation of the association;
(4) Strengthening industry solidarity and cooperation;
(five) actively participate in the activities organized by the association and complete the work assigned by the association;
(6) Pay the membership dues in full and on time;
(seven) other obligations stipulated in the resolution of the general assembly.
Article 12
If a member withdraws from the meeting, it shall notify the Association in writing, and the Association shall report to the competent business department for the record. Members shall not lodge property claims when they leave the meeting.
If a member fails to pay the membership fee or participate in the activities of the association within two years, it will be deemed as automatic withdrawal.
Article 13
In case of serious violation of the Articles of Association or other serious violations of laws and regulations, members may be given disciplinary sanctions such as verbal warning, industry criticism or dismissal according to the seriousness of the case, and reserve the right to report to the Beijing Insurance Regulatory Bureau and provide relevant information to assist in the investigation.
Chapter IV Organizational Structure
Section 1 Members' Congress
Article 14
The highest authority of the association is the member congress.
Unit members are member representatives; Representatives of individual members generally do not exceed 5% of the total number of individual members.
Article 15
The duties of the members' congress are:
(a) to formulate and amend the articles of association;
(2) Electing and dismissing directors and supervisors;
(3) Reviewing the work reports and financial reports of the board of directors and the board of supervisors;
(four) to decide the collection standard of membership fees;
(five) to decide on major changes and termination;
(six) to decide other matters that should be considered by the members' congress.
Article 16
Members' congresses are held every four years. Upon the proposal of the board of directors or more than two thirds of the members, an interim general meeting may be convened. Resolutions on the formulation and amendment of the Articles of Association shall be adopted by more than two-thirds of the members present at the meeting before they take effect.
Article 17
If it is necessary to convene a general meeting in advance or postponed due to special circumstances, it shall be voted by the board of directors, reported to the competent business unit for review, and approved by the registration authority of the association, but the general meeting shall not be postponed for more than one year.
Section 2 Council
Article 18
The board of directors is the executive body that exercises the members' congress, which is elected by the members' congress, leads the association to carry out its daily work when the members' congress is not in session, and is responsible to the members' congress.
Article 19
The duties of the Council are:
(a) to implement the resolutions of the members' congress;
(two) to review and promulgate the self-discipline rules, industry standards and business norms formulated by the association;
(three) to elect and nominate the president, vice president, supervisor and secretary general;
(four) to prepare for the convening of the members' congress;
(five) to report the work and financial situation to the members' congress;
(6) Deciding to establish offices, branches, representative offices and entities;
(seven) to lead the institutions of the Association to carry out their work;
(eight) to formulate internal management system;
(nine) to accept the opinions of the board of supervisors on the disciplinary issues of the association, put forward solutions and accept their supervision;
(10) To decide on other major matters.
Article 20
The Council shall meet at least once a year. In case of special circumstances, the meeting of the Standing Council or more than half of the directors may be held in advance or postponed.
Article 21
Composition of the Council.
The term of office of the directors is four years and can be re-elected.
Article 22
The meeting of the board of directors can only be held when more than two thirds of the directors are present, and its resolutions can only take effect when more than two thirds of the directors are present to vote.
Section 3 Standing Council
Article 23
The association has a standing council. The Standing Council is elected by the Council, and exercises the functions and powers of Item 1, 2, 4, 6, 7, 8, 9 and 10 of Article 19 when the members' congress and the Council are not in session, and is responsible to the Council.
Article 24
The Standing Council shall meet at least once every six months. In case of special circumstances, it may be convened temporarily upon the proposal of the President or more than half of the executive directors.
The meeting of the Standing Council can only be held when more than two thirds of the executive directors are present, and its resolution can only take effect when more than two thirds of the executive directors present vote.
Section 4 President, Vice President, Honorary President, Chairman of the Board of Supervisors and Secretary-General
Article 25
Elected by the Standing Council, and elected 1 president and several vice-presidents among the Standing Directors. The term of office of the president and vice president shall not exceed two consecutive terms. If it is necessary to extend the term of office due to special circumstances, it shall be examined and approved by the Standing Council and reported to the Beijing Insurance Regulatory Bureau and the organization registration management institution for approval before taking office.
Article 26
Qualifications of President and Vice President:
(a) adhere to the party's line, principles and policies and good political quality;
(2) It has great influence in the industry or business field;
(3) The maximum working age is no more than 60 years old;
(4) Being in good health and able to stick to normal work;
(5) Having not been subjected to criminal punishment of deprivation of political rights;
(6) Having full capacity for civil conduct;
The vice president is the current principal responsible person of other member units other than the president unit. When the president and vice president are not the main persons in charge of the unit, they should be replaced in time.
Article 27
If the president and vice-president of the association exceed the maximum service life, they shall be approved by the Standing Council and reported to the Beijing Insurance Regulatory Bureau and the organization registration authority for approval before taking up their posts.
Article 28
The president is the legal representative of the Association, whose main duties are:
(a) to convene and preside over the Standing Council, the Council and the members' congress;
(two) to check the implementation of the resolutions of the members' congress, the Council and the Standing Council;
(three) to submit the work report of the Association to the Standing Council and the Council;
(4) Issuing important documents of the Association;
(5) Attending important ceremonies;
(6) Other duties that should be performed by the president.
Article 29
An association can have an honorary chairman. The honorary president must be a person who has made great contributions to the association. The term of office is four years, with no more than two consecutive terms. The honorary president does not enjoy the authority of the president.
Article 30
According to the actual needs, the association may hire experts, scholars and insurance supervisors from inside and outside the industry to participate in the research of important topics or provide suggestions for discussion.
Article 31
The Association has a board of supervisors consisting of three supervisors. In principle, the chairman of the board of supervisors shall be the person in charge of accounting, auditing or auditing in each member company. The Board of Supervisors is the work supervision organization of the Association and is responsible to the members' congress. Its main responsibilities are:
(1) Electing the chairman of the board of supervisors;
(2) Attending the Council (or the Standing Council);
(three) in accordance with the articles of association and relevant laws and regulations, supervise the activities of the association and its leading members;
(four) to urge the association and leading members to carry out activities in accordance with the approved articles of association, business scope and internal management system;
(five) to supervise the behavior of members of the Association who violate the discipline of the Association and damage the reputation of the Association;
(six) to supervise the financial situation of the association.
Article 32
When the supervisor is not the main person in charge of the unit, it shall be replaced in time, and the supervisor shall be elected by three supervisory units.
Article 33
The Association has set up professional committees such as insurance brokers, insurance assessors, insurance agents and part-time agents as professional working bodies, which are responsible for the coordination, self-discipline, rights protection and publicity and exchange of various professions.
The professional committee shall have one chairman and several vice-chairmen, and the members shall be composed of all the member units of the profession. The director and deputy director of the professional committee shall be appointed and removed by the president's office.
Article 34
The functions and powers of the professional committee:
(1) Drafting local industry standards or self-regulatory conventions and agreements involving the interests of various industries;
(two) members of the Committee in violation of the articles of association or rules and regulations, submitted to the president's office for punishment;
(three) to reflect the voice of the industry and safeguard the professional interests;
(four) to organize professional exchanges of business, technology and experience, and promote resource sharing;
(five) to formulate the annual work plan of the professional committee;
(6) Other matters decided by the Association.
Article 35
The Association shall set up a secretariat as the office of the Association to undertake daily work.
Article 36
The Secretariat is specifically responsible for implementing the resolutions of member congresses, councils and standing councils.
Article 37
The Secretary-General is a permanent full-time position and is accountable to the Council. The term of office of the Secretary General is four years. The right to review the appointment and removal of the Secretary-General, daily work assessment and related issues belongs to the Council.
The 38 th session
Qualifications of the Secretary-General:
The Secretary-General should have high political quality and strong organization and coordination ability, have been engaged in financial and insurance economic work for more than five years, or have held leadership positions in enterprises and government agencies, be healthy, be fair and upright, and have certain work experience and prestige. The term of office is generally not more than 60 years old. Under special circumstances, with the consent of the Council or the Standing Council and the approval of the Beijing Insurance Regulatory Bureau, it may be appropriately extended.
Article 39
The Secretary-General may be nominated by the President or employed by the industry and approved by the Council. Report to Beijing Insurance Regulatory Bureau for review.
Article 40
The main responsibilities of the Secretary-General:
(a) to preside over the daily work of the Secretariat and organize the implementation of the annual work plan;
(2) Nominating the heads of the internal organs of the Secretariat and submitting them to the President's Office for decision;
(three) to decide on the employment of other full-time staff in the office;
(4) issuing the daily documents of the Association;
(5) Handle other daily affairs.
Chapter V Principles of Asset Management and Use
Article 41
Sources of funds for the Association:
(1) membership fees;
(2) donation;
(3) funds;
(4) Income from activities or services provided within the approved business scope;
(5) interest;
(6) Other lawful income.
Article 42
The funds of the association must be used for the business scope and career development stipulated in the articles of association, and shall not be distributed among the members.
Article 43
The association shall establish a fund management and examination and approval system, announce the income and expenditure of membership fees to its members every year, accept the supervision of the general meeting of members, the Council, the Standing Council and the board of supervisors, and report the income and expenditure of membership fees to the Beijing Municipal Civil Affairs Bureau during the annual inspection of the association.
Article 44
The Association has established a strict financial management system to ensure that accounting information is legal, true, accurate and complete.
Article 45
The Association is equipped with accountants with professional qualifications to conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.
Article 46
The asset management of the association must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to social donation or funding, it must accept the supervision of audit institutions and publish relevant information to members and the society in an appropriate way when necessary.
Article 47
Before the association changes or changes its legal representative, it must accept the financial audit organized by Beijing Insurance Regulatory Bureau and Beijing Civil Affairs Bureau.
Article 48
No unit or individual may occupy, privately divide or misappropriate the assets of the Association.
Article 49
The wages, insurance and welfare benefits of the full-time staff of the Association shall be implemented with reference to the provisions of relevant state institutions.
Chapter VI Party Building
Article 50
According to the provisions of the Notice of the Organization Department of the CPC Central Committee and the Ministry of Civil Affairs on Relevant Issues Concerning the Establishment of Party Organizations by Associations, when there are more than three full-time staff members, grass-roots Party organizations shall be established in China. The establishment of party organizations is examined and approved by Beijing Insurance Regulatory Bureau, and its organizational relationship is managed by Beijing Insurance Regulatory Bureau.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 51
If the association completes its purpose, disbands itself or needs to be revoked due to division or merger, the Standing Council shall propose a termination motion.
Article 52
The motion to terminate the association must be voted by the general meeting of members and reported to the Beijing Insurance Regulatory Bureau for approval.
Article 53
Before the termination of the association, a liquidation group shall be formed under the guidance of the Beijing Insurance Regulatory Bureau and the relevant competent departments to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.
Article 54
The Association shall be terminated after the cancellation of registration by the Beijing Association Registration Administration.
Article 55
The remaining property after the termination of the association shall be used for the development of undertakings related to the purpose of the association in accordance with the relevant provisions of the state under the supervision of the Beijing Insurance Regulatory Bureau and the Beijing Association registration authority.
Chapter VIII Supplementary Provisions
Article 56 The Articles of Association was adopted by the members' congress on February 8, 20 10.
Article 57 The right to interpret the Articles of Association belongs to the Council of the Association.
Article 58 The Articles of Association shall come into effect as of the date of approval by the Beijing Association Registration Administration.
