The notice shows that the municipal government's "Implementation Opinions on Vigorously Developing Prefabricated Buildings" (Shi Zhenggui [2065438+08] No.5) should be strictly implemented. From 2020, qiaoxi district, Yuhua District, Chang 'an District, Xinhua District and High-tech Zone will have more than 40% new construction area, and Luquan District, Luancheng District and Gaocheng District will be completed.
In addition, after signing the land transfer contract, the construction unit applied to the Housing and Construction Bureau for the construction of prefabricated buildings (the assembly rate is not less than 50%) that meet the national or Hebei Province's "Evaluation Standards for Prefabricated Buildings" and made a commitment. After the Housing and Construction Bureau issued a letter agreeing to the construction of prefabricated buildings, the Natural Resources and Planning Bureau indicated the prefabricated buildings in the planning general plan and the construction project planning permit, and implemented an incentive policy that 3% of the above-ground construction area was not included in the floor area ratio.

20 17, 1 1 year 10, our city was recognized by the Ministry of Housing and Urban-Rural Development as a national demonstration city of prefabricated buildings, and it was one of the first 30 demonstration cities in China. In April of 20 18, the municipal government issued the "Implementation Opinions on Vigorously Developing Prefabricated Buildings" (Zhenggui [2018] No.5), which provided strong policy support for the development of prefabricated buildings in our city. August 20 19, the Notice of the Provincial Housing and Construction Department on Further Promoting the Development of Prefabricated Buildings in the Province (Ji Jian Street Hank [2065438+09] No.34) requires that the proportion of prefabricated buildings in cities and towns should reach more than 20% in 2020. In order to actively respond to the relevant requirements of the state and province on vigorously developing prefabricated buildings, the relevant matters concerning the promotion of prefabricated buildings are hereby notified as follows:
First, strictly implement the proportion of prefabricated buildings.
Strictly implement the municipal government's "Implementation Opinions on Vigorously Developing Prefabricated Buildings" (Shi Zhenggui [2018] No.5). From 2020, more than 40% of the new construction areas in qiaoxi district, Yuhua District, Chang 'an District, Xinhua District and High-tech Zone will be prefabricated buildings, and Luquan District, Luancheng District, Gaocheng District and Zhengding County (including Zhengding County).

The second is to ensure the implementation of preferential policies for prefabricated buildings.
(1) After signing the land transfer contract, the construction unit applies to the Housing and Urban-Rural Development Bureau for the construction of prefabricated buildings (the assembly rate is not less than 50%) that meet the national or Hebei Province's Evaluation Standards for Prefabricated Buildings, and makes a commitment. Except for historical projects whose floor area ratio is not approved according to the new standard of residential area planning and design, which is clearly stipulated in Han [2019] No.69, new projects with actual floor area ratio exceeding 2.9 will enjoy the incentive policy, and those exceeding 2.9 will no longer enjoy the construction area incentive policy, and will no longer be required to build prefabricated buildings according to the specified proportion. For projects that can't enjoy the construction area reward policy, if the construction unit voluntarily builds and reaches the specified proportion, it can enjoy other preferential policies except the construction area reward in document No.5 of Zhenggui [2018]. (two) after obtaining the qualification certificate of construction drawing design documents, the construction unit shall apply and organize experts to review whether the design stage meets the evaluation standards of prefabricated buildings. (three) according to the notice and expert advice of the office of the leading group for the development of prefabricated buildings in the city, enjoy the preferential interest rate policy of pre-sale price declaration of new commercial housing and pre-sale permit for commercial housing in advance. (four) the prefabricated building incentives are not included in the floor area ratio, and the land price and urban construction supporting fees are no longer increased. (Natural Resources and Planning Bureau and Finance Bureau are respectively responsible)
(five) after the completion of the prefabricated building, the construction unit shall submit a tender and organize experts to review it. (Responsible by the Municipal Housing and Construction Bureau)
(six) after completion, according to the notice of the office of the leading group for the development of prefabricated buildings in the city and the expert review opinions, enjoy the financial subsidy policy. (Finance Bureau and Housing Construction Bureau are respectively responsible)
Third, the job requirements
For prefabricated construction projects that enjoy preferential policies, all relevant government departments and project-related units should strictly control them and implement them in accordance with the requirements of document No.5 [2018] and this notice. In the construction drawing review stage, whether the prefabricated buildings marked in the scheme meet the mandatory standards for engineering construction and the safety of the main structure should be strictly reviewed. (Construction drawing design document review agency is responsible)
