Measures for the Administration of Surveying and Mapping Geographic Information Market in Qinghai Province

Article 1 In order to standardize the market order of surveying and mapping geographic information, promote the development of surveying and mapping geographic information, and safeguard the national geographic information security, these Measures are formulated in accordance with the Surveying and Mapping Law of People's Republic of China (PRC) and the actual situation of this province. Article 2 These Measures shall apply to undertaking surveying and mapping geographic information projects, providing surveying and mapping geographic information achievements and surveying and mapping geographic information services and other market activities within the administrative region of this province, as well as the supervision and management of surveying and mapping geographic information market activities. Article 3 Whoever engages in surveying and mapping geographic information market activities shall abide by laws and regulations such as surveying and mapping, confidentiality and national security, and shall not harm national interests, public interests and the legitimate rights and interests of others. Article 4 The people's governments at or above the county level shall strengthen their leadership over the work of surveying and mapping geographic information, encourage scientific and technological innovation of surveying and mapping geographic information, support the development of surveying and mapping geographic information products, guide the socialized service of surveying and mapping geographic information, and promote the sharing of surveying and mapping geographic information resources. Article 5 The competent department of surveying and mapping geographic information of the province is responsible for the unified supervision and management of the surveying and mapping geographic information market of the whole province.

City (state), county (city, district) competent department of Surveying and mapping geographic information is responsible for the supervision and management of Surveying and mapping geographic information market within their respective administrative areas.

The relevant departments of the people's governments at or above the county level shall, in accordance with the division of responsibilities, do a good job in the supervision and management of the surveying and mapping geographic information market. Sixth units engaged in surveying and mapping geographic information activities shall obtain the corresponding level of surveying and mapping qualification certificate according to law, and carry out activities within the scope permitted by the level of surveying and mapping qualification.

Surveying and mapping units shall accept the supervision and management of the local competent department of surveying and mapping geographic information during the operation, and submit the operation results in accordance with the provisions.

Article 9 A bid inviting unit shall not bid at a price lower than the cost of surveying and mapping, and the bid inviting unit shall not let the surveying and mapping unit win the bid at a price lower than the cost of surveying and mapping.

Surveying and mapping production cost quota, national and provincial regulations, the implementation of relevant regulations; If there is no provision, it shall be scientifically and reasonably determined in accordance with market principles on the premise of ensuring the quality of surveying and mapping results. Article 12 The competent department of surveying and mapping geographic information shall, jointly with other relevant departments, strengthen the norms and guidance on the construction, operation and maintenance of satellite navigation and positioning reference stations.

The construction unit of the satellite navigation and positioning reference station shall, 30 days before the start of construction, file with the competent department of surveying and mapping geographic information of the province in accordance with state regulations. Article 13 The construction, operation and maintenance of satellite navigation and positioning reference stations shall conform to national standards and requirements, establish a data receiving, processing, storage, transmission, use and security guarantee system, and abide by laws and regulations such as confidentiality and national security. Article 14 The competent department of surveying and mapping geographic information shall co-ordinate the acquisition, processing and distribution services of surveying and mapping aerospace remote sensing image resources, improve the utilization efficiency, and ensure the safety, authority and current situation of the basic data of surveying and mapping geographic information.

If there are suitable surveying and mapping achievements, we should make full use of the existing surveying and mapping achievements to realize the enjoyment of surveying and mapping achievements. Fifteenth surveying and mapping work requires aerial photography or aerial photography using unmanned aerial vehicles, shall go through the approval formalities in accordance with the relevant provisions of the state, and abide by the relevant provisions of air flight control. The competent department of surveying and mapping geographic information of the province is responsible for reviewing the maps of the whole province and the maps that mainly represent two administrative regions (states) in the form of lists.
