Suspension requirements

If it is really necessary to repair ships across counties (districts) or districts and cities within the province, the approval must be obtained from the county (district)-level fishery administrative department where the ship's port of registration and port of berthing are located or its affiliated fishery law enforcement agency. , report it to the municipal or provincial fishery administrative department for record, and the fishery administrative department at the anchorage will perform supervisory duties. Fishing vessels that have taken shelter in other places to prevent typhoons should promptly return to their port of residence to suspend fishing after the typhoon emergency response is lifted.

(2) Strict management of fishing gear and fishing vessels. Fishing gear and fishing vessels that implement voluntary fishing moratoriums should proactively report to the district-level fishery administrative department in advance; those that strictly implement the fishing moratorium regulations from 12:00 on May 1 to 12:00 on August 16 can apply for marine mid-season fishing moratorium subsidies. Fishing gear and fishing vessels that have not participated in the voluntary fishing moratorium must strictly implement the reporting system for fishing vessels entering and leaving the port. They are strictly prohibited from fishing in violation of the fishing license's provisions on operation type, location, time limit and quantity of fishing gear. They must implement a fixed-point landing system for catches and establish a system for landing catches. Supervision and inspection mechanism.

(3) Strengthen the management of live fish transport ships. The fishery administrative departments in each district should carefully verify the relevant situation of live fish transport ships in their jurisdiction and report to the municipal and provincial fishery administrative departments for record; live fish transport ships should strictly implement the entry and exit reporting system and are strictly prohibited from carrying fishing catches.

(4) The trade of chilled fish is strictly prohibited. From 12:00 on May 1 to 12:00 on August 1, the purchase, sale, and transportation of illegally caught chilled trash fish are prohibited. Any relevant clues found involving gangs and evil will be transferred to relevant departments for disposal in accordance with the law.

(5) Strictly apply for fishing licenses. During the rest period, the type and method of work must not be changed without authorization. If it is really necessary to rent a moratorium fishing boat for special activities such as teaching and scientific research, it should be reported to the Fujian Provincial Ocean and Fisheries Bureau for approval in accordance with relevant regulations.

(6) Clarify the supervision responsibilities during the transfer period of fishing vessels. If a fishing vessel has been transferred, but the registration of the change of ownership has not been completed, the supervision of the fishing vessel will still be performed by the place of the transferor's port of registry; if the registration of the change of ownership has been completed, the supervision of the fishing vessel will be the place of the transferor's port of registry.

All districts should strictly implement the marine fishing moratorium system, and for fishing boats that violate the marine fishing moratorium system, fishery resource conservation subsidies will be deducted accordingly in accordance with relevant regulations.
