The first foundation

According to the "Notice of the General Office of the State Council on Forwarding the Opinions of the Ministry of Personnel on the Trial Employment System in Institutions" (No.35 [2002] of Guo Ban Fa) and the spirit of relevant policies and regulations, combined with the actual situation in our region, these Trial Measures are formulated.

Scope of Article 2

All kinds of institutions registered in this autonomous region, except for personnel management and transformation into enterprises with reference to the national civil service system, should be openly recruited for the society when there are vacancies in the quota.

Except for the mandatory and policy resettlement of the state, the person in charge of the unit appointed according to the management authority and organizational procedures, and the personnel in secret-related positions.

The third principle

(a) adhere to the principle of the party's management of talents, face the society, and select and employ people with a scientific view of talents;

(two) adhere to the principle of unified guidance, classified management and hierarchical control;

(three) adhere to the principles of openness, equality, competition and merit;

(four) adhere to the principle of independent employment of units and individuals.

The fourth condition

Candidates should meet the following requirements:

(a) law-abiding, moral integrity, with good professional ethics;

(2) Having the educational level, knowledge and ability to perform the duties of the post, having the post qualifications, professional qualifications and skills required for the post, or meeting the relevant provisions of the state and the autonomous region;

(3) Having the physical conditions to perform their duties normally;

(4) Having other conditions required for the job application.

The fifth way

Open recruitment refers to the public examination or assessment for the society. In principle, the examination is conducted by combining written examination with interview. The recruitment of junior post personnel should adopt the method of public examination; Effective evaluation methods should be adopted when recruiting middle and senior positions. Under any of the following circumstances, with the consent of the employing unit and the approval of the competent department, the personnel preparation department can adopt the methods of strict examination, equal competition and merit-based employment after examination:

(a) the introduction of high-level talents meet the requirements of the introduction of high-level talents in our region;

(two) civil servants of the party and government organs and those who refer to the management of civil servants.

Article 6 Procedures

(a) the preparation of recruitment plans, according to the management authority for approval;

(2) Publicly releasing the recruitment information announcement;

(3) Accepting candidates' applications for registration and conducting qualification examination;

(4) Organizing examinations and assessments;

(five) according to the management authority, the personnel to be hired are determined through collective discussion of the leadership;

(six) to organize the personnel to be hired to go to the medical institutions with considerable qualifications at or above the county level for medical examination, and the medical examination standards shall be implemented with reference to the medical examination standards for civil servants;

(7) publicity;

(eight) to handle the relevant formalities with the employed personnel. For the approved employees, the employer and the employees shall go through the relevant procedures such as staff increase plan, salary and recruitment.

Article 7 Management

The personnel administrative department of the government of the autonomous region is responsible for organizing and formulating the unified policy of open recruitment of institutions in the whole region; Responsible for the guidance, coordination and supervision of relevant work in the whole region; Responsible for the filing of plans, schemes and results of open recruitment in district-level institutions. The personnel administrative department of the municipal and county governments shall be responsible for the formulation and management of the detailed rules for the implementation of open recruitment of public institutions within their respective jurisdictions; Take the lead in organizing institutions at the same level to openly recruit supplementary staff.

The establishment departments at all levels are responsible for the control and management of the establishment and use of the institutions at the corresponding level.

The competent department is responsible for formulating the detailed rules for the implementation of open recruitment of institutions affiliated to this system and the professional standards for recruitment positions, and organizing the implementation of open recruitment of supplementary staff of affiliated institutions in conjunction with the personnel administrative department of the people's government at the same level.

The employing unit shall, in accordance with the relevant policies and regulations, formulate a standardized and relatively stable recruitment system for the unit in combination with the actual situation; It is necessary to establish a working organization suitable for open recruitment. Institutions do not have the conditions to set up relevant working institutions, and their competent departments shall organize and implement them in a unified way.

Article 8 Employment

When an employer signs an employment contract with an employee, it may stipulate a probation period, which is included in the employment contract. If the employment contract term is less than 1 year, the probation period shall not exceed 1 month; If it is more than 1 year and less than 3 years, the probation period shall not exceed 3 months; If it is more than 3 years, the probation period shall not exceed 6 months. The probation period can be extended to 12 months if the recruits are college graduates who are employed for the first time.

The probation period can only be agreed once in the same employer. The wages and benefits during the probation period shall be subject to the provisions of the state and the autonomous region; If there is no provision, it shall not be lower than the minimum wage standard for local employees.

If the employee fails to meet the requirements of this post after examination during the probation period and does not agree to the adjustment of his post by the unit, the employer may unilaterally terminate the labor contract at any time.

After the probation period expires, if the employer passes the examination, he will enjoy the salary and welfare benefits of similar personnel in this unit.

Through open recruitment, the basic old-age insurance system will be implemented for the first-time personnel of new institutions (except those who were originally transferred from the establishment of government agencies and institutions).

Gradually establish a self-contained old-age insurance system for new employees in public institutions independent of the basic old-age insurance system for employees in urban enterprises. The proportion of old-age insurance payment shall be handled according to the current provisions of the labor and social security department, and the unit payment shall adopt the method of "grading responsibility, unchanged nature of the original unit and unchanged funding channels". The endowment insurance fund for new employees of public institutions shall be established in accordance with the principle of "fixed income with support, with slight savings", and a separate fund account and revenue and expenditure account shall be established, which shall be approved. Labor and social security departments at all levels should set up special management institutions to implement separate management. The specific measures shall be formulated by the labor and social security department of the autonomous region in conjunction with the finance, personnel and staffing departments of the autonomous region, and shall be implemented after being approved by the people's government of the autonomous region.

If a person who was originally in the establishment of a public institution enters a public institution, his retirement pension mode is the same as that of the original staff of the unit.

Article 9 discipline

(1) Avoid. Employees who have husband-wife relationship, lineal consanguinity relationship, collateral consanguinity relationship within three generations, and close in-laws relationship with the person in charge of the employing unit shall not serve as administrative deputy leaders of the unit or work in posts such as secretary, personnel, finance and discipline inspection. Members of open recruitment organizations should avoid having the above-mentioned kinship with themselves in recruitment.

(2) supervision. Open recruitment of public institutions shall disclose information, process and results, and accept the supervision of the society and relevant departments. The personnel department and the competent department should seriously investigate and handle the reports and complaints of the masses in conjunction with the discipline inspection and supervision department.

(3) disciplinary action. In violation of regulations, institutions that do not employ personnel according to the staffing quota and the approved recruitment plan (scheme) as well as the prescribed qualifications, conditions and procedures shall not be recognized by the competent recruitment department, and the personnel administrative department of the government shall not issue a recruitment plan or go through the wage formalities, and the personnel preparation department shall not go through the recruitment formalities.

For staff who violate the discipline of open recruitment, depending on the seriousness of the case, they will be transferred from their posts or given corresponding administrative sanctions; Candidates who violate the discipline of open recruitment or are not qualified for recruitment and conceal the real situation by fraud will be disqualified from the examination or employment, and will be prohibited from applying for positions in public institutions and taking the civil service examination within 1 year. Relevant personnel who have caused adverse effects and violated the criminal law shall be transferred to judicial organs for handling.

It is necessary to strictly open the management of examination questions, strengthen the safety measures of examination questions, and severely punish those who have missed questions, missed questions or related fraud in the examination recruitment work.

Article 10 Supplementary Provisions

(1) Municipalities and competent departments shall, in accordance with these Measures, formulate detailed rules for implementation in light of actual conditions.
