1. Management department of sewage discharge

Rugao Port Economic Development Zone Environmental Protection Bureau (hereinafter referred to as the "Environmental Protection Bureau") is responsible for the management of sewage discharge by enterprises in the area. Shanghai Electric Nantong Water Treatment Co., Ltd. (hereinafter referred to as the "sewage treatment plant") is responsible for the daily management of sewage discharge and centralized treatment under the guidance of the Environmental Protection Bureau.

2. Collection of sewage

1. Sewage discharged by enterprises in the development zone (including process wastewater, workshop equipment flushing water, dust removal water, direct cooling water, domestic sewage and 15 minutes Initial rainwater, etc.) should be collected in a centralized manner. After corresponding pre-treatment and reaching the takeover standards of the development zone's sewage pipe network or the agreed standards in the sewage treatment contract, it should be sent to the development zone's sewage pipe network in the manner agreed between the enterprise and the sewage treatment plant.

2. Each enterprise must build a pre-treated tail water collection pool (accident emergency pool). Its capacity must not be less than the amount of sewage produced by the enterprise for 36 hours of continuous production. The tail water collection pool must not be Mixed with wastewater conditioning tank.

3. Each enterprise must draw the flow plan of the sewage pipe network and open rainwater channels in the factory area, submit it to the Environmental Protection Branch for filing, and accept the supervision and inspection of the environmental protection department during the implementation process.

3. Management of sewage discharge

1. Each enterprise in the development zone should truthfully report the quantity and quality of sewage discharge to the environmental protection department and the authorized sewage treatment plant, and communicate with the sewage The treatment plant signs the relevant sewage entrustment treatment contract, and the sewage entrustment treatment contract must be reported to the Environmental Protection Branch for record.

2. All enterprises in the development zone should discharge water to the sewage pipe network of the development zone in accordance with the requirements of the environmental impact assessment and the water quantity and quality specified in the sewage treatment contract.

3. The discharge of production sewage should be subject to the unified management and dispatch of the sewage treatment plant and should not be discharged at will.

4. Before transporting wastewater to the collection pipe network, enterprises must obtain the consent of the sewage treatment plant and obtain sampling and monitoring consent before discharging into the sewage pipe network.

5. If an enterprise in the development zone discharges excessive sewage into the sewage pipe network without authorization, causing impact on the treatment system of the sewage treatment plant, the sewage discharging enterprise shall be responsible for all consequences. At the same time, the environmental protection department investigated and dealt with it in accordance with the law.

IV. Requirements for setting up enterprise sewage outlets

1. In principle, enterprises in the development zone are only allowed to set up sewage outlets and rainwater (including indirect cooling water) outlets within the enterprise. one. If additional drainage outlets are needed for production, they should be reported to the Environmental Protection Bureau and can be installed only after obtaining written approval. Otherwise, the new drainage outlets will be regarded as illegal drainage.

2. The setting of sewage outlets should comply with the Provincial Environmental Protection Department's "Notice on Issuing the "Measures for the Setting and Standardization of Sewage Outlets in Jiangsu Province" (Su Huankong [97] No. 122) and "Pollution Sources" The requirements stipulated in the "Automatic Monitoring and Management Measures" and passed the sewage outlet acceptance inspection organized by the Environmental Protection Branch and participated by the sewage treatment plant. Before the sewage outlet is inspected and accepted, the sewage treatment plant shall not accept the sewage from the treatment enterprise.

3. The sewage outlets of each enterprise must be equipped with flow meters, control valves, and sampling wells. Enterprises that discharge 100 tons of industrial wastewater or more than 30 kilograms of COD per day must install TOC or COD automatic monitors; Companies producing alkaline industrial wastewater must install automatic pH monitors. Automatic monitoring instruments such as flow meters, TOC, COD and PH must be approved by the environmental protection department, and their data collection and transmission must be networked with the pollution source remote monitoring center of the Rugao Environmental Protection Bureau. Exhaust signboards are supervised and produced by the municipal environmental protection department, and the costs are borne by each enterprise.

4. Enterprises that build TOC or COD monitors must build an automatic monitoring room (an area of ??about 8 square meters) in accordance with the unified requirements of the park. The keys are provided by the entrusted operator and the environmental protection department or authorized by the operator. sewage treatment plant.

5. Each enterprise’s TOC, COD online monitors, PH automatic monitors, and sewage flow meters shall be entrusted to units with maintenance qualifications for daily maintenance and management to ensure normal operation, and an entrusted maintenance management contract shall be signed. , maintenance and management costs are borne by each enterprise.

6. For those who violate relevant regulations and cause TOC, COD online monitors, PH automatic monitors, sewage flow meters and other automatic monitoring equipment to not operate normally; or who intentionally deactivate, dismantle or replace automatic monitoring equipment without authorization , it will be regarded as intentional abnormal use of pollution control facilities, and the environmental protection department will handle it in accordance with relevant laws and regulations.

7. In order to facilitate monitoring and sampling, each enterprise must set up a public supervision well for rainwater (including indirect cooling water) outlet outside the enclosure wall. The public supervision well must be constructed in accordance with the unified requirements of the environmental protection department.

5. Measurement of sewage

The measurement of sewage is based on the measurement data of the flow meter installed at the sewage outlet. The measuring instruments must be regularly sent to the measurement department for verification according to regulations.

VI. Monitoring and monitoring of sewage

1. The sewage treatment plant has set up a pollution source automatic monitoring sub-center, and each enterprise has online sewage flow meters, TOC or COD monitors, PH monitors, etc. The equipment must be networked with the pollution source automatic monitoring sub-center.

2. The development zone implements a combination of manual monitoring and instrument monitoring in the online monitoring system. If there is a deviation, the data tested by the environmental monitoring station shall prevail.

3. The sewage treatment plant implements an irregular monitoring frequency of twice/day for enterprises with continuous drainage. Enterprises that discharge water in batches or intermittently shall carry out batch monitoring, and only those who pass the test can discharge water.

4. The environmental monitoring department’s monitoring data of various types of sewage discharged by enterprises in the area serve as the basis for the administrative law enforcement of the environmental protection department.

5. When the sewage treatment plant conducts monitoring and sampling, it is necessary to take three sewage samples at the same time. The sewage treatment plant and the sewage discharge enterprise each test one and keep one. If the deviation between the monitoring data of both parties is less than 20%, the average value of the monitoring data of both parties will be the final monitoring data; if the deviation of the monitoring data of both parties is greater than 20%, the Rugao Environmental Monitoring Station will be entrusted to conduct analysis, and the analysis result will be the final monitoring data. Monitoring costs are paid by the party with larger data deviations.

7. Sewage treatment charges

1. Charge subject

Entrusted by the development zone management committee, the sewage treatment plant charges sewage treatment fees from enterprises in the zone fees and issue receipts for administrative fees.

2. Charging standards

The sewage discharged outside the enterprise must meet the third-level standard in the comprehensive sewage discharge standard (GB 8978-1996) (if the third-level standard is not listed, please refer to the second-level standard Standard), billing is based on the following standards:

Textile printing and dyeing enterprise sewage 1.6 yuan/m3

Fine chemical enterprise sewage 2.4 yuan/m3

Water from tanning companies is 1.6 yuan/m3

Water from mechanical and electronic companies is 1.2 yuan/m3

The sewage treatment fee standard will be based on the average wage index of active employees, industrial product price index, electricity price including value-added tax, pollution Factors such as landfill fees and fees charged by the government will be adjusted in a timely manner.

3. In principle, all enterprises in the development zone are not allowed to discharge sewage exceeding the takeover standard into the sewage pipe network. In special circumstances, if they need to discharge sewage exceeding the takeover standard, and the sewage treatment plant has the ability to accept it, they must report to the environmental protection department. The department agrees. The enterprise negotiates with the sewage treatment plant to determine the payment of sewage treatment surcharges. The sewage treatment surcharge calculation formula and reference standards are formulated by the sewage treatment plant and reported to the environmental protection department for filing.

4. The environmental protection department will conduct administrative management of sewage discharge by enterprises according to the water quality and water quantity standards agreed in the sewage treatment contract.

8. Environmental management requirements for the centralized sewage treatment plant in Rugao Port

1. The treatment facilities of the sewage treatment plant must ensure normal operation, and the operators responsible for sewage treatment must be trained and qualified. Get the certificate to work, establish operating procedures and operating systems, and establish an operation and management ledger to ensure the processing effect.

2. Wastewater discharge shall be discharged into the Yangtze River after complying with the first-level standards in Table 4 of the "Comprehensive Wastewater Discharge Standard" (GB8978-1996). It is strictly prohibited to discharge beyond the standard or discharge outside the outlet in any other way.

3. Wastewater discharged beyond the national discharge standards shall be handled by the environmental protection department in accordance with the law.

4. The automation construction of pollution sources in sewage treatment plants must comply with the unified requirements for the construction of pollution source monitoring automation.

5. The sewage treatment plant must apply to the environmental protection department responsible for approval after completing the construction of sewage treatment facilities, standardized construction of sewage outlets, construction of tailwater discharge pipelines, remote automatic monitoring, and implementation of environmental assessment approval requirements. Operation can only be carried out after acceptance and debugging. After the trial operation period expires, apply for completion acceptance in a timely manner.

6. After receiving the discharge requirements from each enterprise (except for breach of contract by the sewage-generating enterprise), the sewage treatment plant must unconditionally accept the sewage treated by the enterprises in the park that meets the takeover standards.

7. The sewage treatment plant has the right to close the valve and refuse to accept water that exceeds the acceptance standard or the water quality agreed in the contract and reports to the environmental protection department in a timely manner.

9. The Rugao Port Economic Development Zone Management Committee is responsible for the interpretation of these regulations.

10. These Measures shall come into effect on the date of promulgation.
