Regulations of Changzhou Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, carry forward Chinese traditional virtues, improve the civilized quality and social civilization level of citizens, and promote the construction of civilized cities in the whole region, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, embodies the core values of socialism, conforms to the requirements of socialist morality, promotes new trends and healthy trends, maintains public order and good customs, and promotes the progress of social civilization. Article 3 The promotion of civilized behavior should combine the rule of virtue with the rule of law, adhere to the principle of people-oriented, participation of all parties, giving both rewards and punishments and systematic promotion, and form a long-term mechanism of * * * building * * governing * * *. Article 4 The municipal and municipal (district) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plans and annual plans, clarify the overall objectives and responsibilities of the work, establish a guarantee mechanism, and strengthen the planning, construction and management of infrastructure for promoting civilized behavior. Fifth cities, municipalities (districts) spiritual civilization construction steering committee to promote the civilized behavior within their respective administrative areas.

City, municipality (District) spiritual civilization construction institutions shall be responsible for the promotion of civilized behavior within their respective administrative areas and perform the following duties:

(a) to formulate plans and programs for the promotion of civilized behavior;

(two) to guide, coordinate and urge the relevant units to carry out the propaganda work of civilized behavior;

(three) to inspect, evaluate and report on the implementation of promoting civilized behavior;

(four) to publicize and popularize the advanced models of advocating civilized behavior;

(five) handling suggestions and complaints about the propaganda of civilized behavior;

(six) other civilized behavior promotion work. Article 6 The relevant departments of the people's governments of cities and municipalities (districts), people's organizations and organizations with the function of managing public affairs shall, according to their respective duties, do a good job in publicizing civilized behavior.

The Town People's Government and the sub-district offices are responsible for promoting civilized behavior within their respective administrative areas.

Village (neighborhood) committees should strengthen the propaganda and guidance of civilized behavior and carry out various forms of spiritual civilization construction activities. Seventh units and individuals should actively participate in the propaganda of civilized behavior.

State functionaries, deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference, educators, public figures and window workers in transportation, tourism, finance, medical care and communications. It should play an exemplary role in practicing civilized behavior. Chapter II Advocacy of Civilized Behavior Article 8 Citizens shall consciously practice the following civilized behaviors:

(a) love the motherland, law-abiding;

(2) protect the environment and save resources;

(3) Maintaining the city appearance and caring for public property;

(4) Maintaining order and observing etiquette;

(five) dedication, diligence;

(six) respect for the elderly and love for the young, neighborhood harmony;

(seven) honest and trustworthy, friendly and mutual assistance;

(eight) civilized online, rational expression;

(9) Advocating science and changing customs.

The Municipal Steering Committee for the Construction of Spiritual Civilization shall organize relevant departments, units and the public to formulate a convention on civic civilization and make it public. Institutions for the construction of spiritual civilization shall guide relevant departments and units to formulate basic civilized behavior norms such as public places, environmental sanitation, transportation, tourism and catering.

Encourage the contents of civilized behavior norms stipulated in village rules and regulations, community conventions, management statutes and articles of association, and members shall abide by them. Article 9 Encourage courageous acts.

The people's governments of cities and municipalities (districts) shall commend and reward the courageous people and protect their legitimate rights and interests.

At the scene where the courageous act takes place, the personnel who have legal duties, legal obligations or agreed obligations shall perform their duties and obligations and provide help and protection for the personnel who carry out the courageous act.

Encourage citizens to actively rescue and protect courageous people. Tenth to encourage the development of poverty alleviation and disaster relief, respect for the elderly to save the orphans, condolences to the sick and disabled and other charitable activities.

Units and individuals who donate property for charitable activities shall enjoy preferential tax treatment according to law. Eleventh encourage blood donation and donation of hematopoietic stem cells, and advocate the donation of remains and organs.

Blood donors and their spouses, parents, children, brothers and sisters and their spouses' parents and blood donors enjoy preferential treatment and courtesy in accordance with regulations. Twelfth to encourage the development and participation in voluntary service activities.

Support and promote the construction of volunteer service organizations, promote the institutionalization of volunteer service, and improve the system of volunteer service records and service time saving.

City, municipality (District) people's government or relevant departments shall commend and reward volunteers and volunteer service organizations that have made outstanding contributions in the development of volunteer service. Thirteenth to encourage professional social workers, legal services, psychological counseling and other social professional forces to carry out activities to safeguard the legitimate rights and interests of minors, the elderly, women, the disabled and other specific groups.

The relevant units and individuals shall provide necessary venues, time and other convenient conditions for social professional forces to carry out the activities mentioned in the preceding paragraph.
