History of Macao Independent Commission Against Corruption

Macao Independent Commission Against Corruption (ICAC) is a department that specializes in handling anti-corruption and administrative complaints. Its predecessor was "High Commission against Corruption and Administrative Violations", referred to as "ICAC". Looking back, the establishment of the "Anti-Corruption Commission" was realized through the constant demands and efforts of Macao citizens, and it took 17 years before and after its emergence. From gestation to establishment, it can be summarized into six stages.

1. 1975, the governor of Andao Li proposed to create an anti-corruption agency to deal with corruption.

2. During the period from1975 to 1986, under the influence of the effectiveness of the Hong Kong Independent Commission Against Corruption in fighting corruption, all sectors of Macao society also constantly demanded the establishment of anti-corruption agencies to cope with the increasingly rampant corruption crimes.

3. 1987, the Legislative Council enacted a special anti-corruption law, called the bribery punishment system.

4. 1990, the legislative Council passed the icac power regulation.

5. 199 1 year, Australian Governor Wei Qili appointed Judge Xue Ke from Portugal as the first anti-corruption commissioner.

6. 1992, the legislative Council passed the internal organization law of the anti-corruption commission. 1in March, 1992, the anti-corruption commission officially began to recruit personnel and began to work after having an organization law. In other words, it took 17 years for Macao to establish a special anti-corruption agency.

At that time, the setting specifications of the Anti-Corruption Commission were equivalent to those of the Secretary for Home Affairs (that is, today's departmental departments), and its operation was independent of the administrative system headed by the Governor of Macao. However, the nature of the Committee is not the judicial organ of the courts and procuratorates, and it is not under the command of the Governor or the Legislative Council. It can be said that it is a relatively independent law enforcement agency. 1999 12.20, the Macao special administrative region was established. According to Article 59 of the Basic Law, the Independent Commission Against Corruption shall be established in the Macao Special Administrative Region to work independently.
