Are non-active civilian and reserve the same thing?

Non-active civil servants are treated the same as active personnel except that they have no military status.

Reserve is the reserve force of national defense. Usually, they should participate in the training organized by the reserve forces and automatically become active personnel in wartime if necessary.

Our country has relevant regulations on civil servants, but according to my understanding, clothes should be the same as those in active service and should be free!
