Announcement on the open selection and transfer of staff in public institutions in Xingyang City

Based on work needs and with the approval of the Xingyang Municipal Government, it has been decided to open up the selection and transfer of 19 staff in public institutions in our city. The following announcement is hereby made :

1. Selection and transfer positions and number

19 staff members of public institutions are publicly selected and transferred.

2. Selection Principles

3. Scope of Selection:

Employees in the city’s government agencies and institutions must have a junior college degree or above from a general institution of higher learning (except for education and health systems).

IV. Basic conditions for selection

(1) Obey the law and have good conduct.

(2) Under 40 years old (born after January 1, 1978).

(3) Have the physical conditions required to perform duties normally.

(4) Meet other conditions required by the position.

V. Selection Procedure

(1) Release of selection information

On the Xingyang Municipal People’s Government website, Xingyang Municipal Human Resources and Social Security Bureau website and other public* websites **Media and websites publish selection information.

(2) Registration and qualification review

1. Registration method:

You must register on-site in person. Substitute registration is not allowed. Late registration will not be accepted.

2. Registration time: January 10 to January 14, 2018.

4. Registration-related requirements:

(1) Materials required when registering: graduation certificate, ID card, and proof of consent from the original unit. All documents must be provided with originals and a set of copies (photocopied on A4 paper).

(2) Submit two copies of the "Xingyang City Open Selection and Transfer of Staff in Public Institutions Registration Form" when registering, and paste 4 recent 2-inch color photos without a hat on the registration form.

(3) If the ratio of the number of candidates to applicants does not reach 1:5, with the consent of the Xingyang City Public Selection Leading Group Office, the ratio of examinations can be appropriately reduced, but it shall not be lower than 1:3 , if the requirements are still not met after the reduction, the number of transfer places will be reduced.

(4) Issuance of admission tickets: After qualification review, admission tickets will be issued to candidates who meet the registration conditions. Applicants should go to the registration point on January 26, 2018 to collect their admission tickets with their ID cards.

(3) Written test

1. Candidates must present their admission ticket and valid ID card when taking the written test. The specific time and location are subject to the admission ticket.

4. The written test results will be announced on the website of Xingyang Human Resources and Social Security Bureau.

(4) Interview

1. According to the order of written test scores from high score to low score, the list of candidates for interview will be determined in the ratio of 1:3 to the number of people to be selected. If the applicant voluntarily gives up or is disqualified from the interview and therefore fails to reach the 1:3 ratio, the candidates will be filled in order from the highest score to the lowest score in the written examination. If the interview ratio requirement is still not met after the supplementary process, the interview ratio can be appropriately reduced with the approval of the Xingyang City Public Selection and Recruitment Leading Group Office, but shall not be lower than 1:2. If the interview ratio is still not met after the reduction, For those who meet the requirements, the selection quota will be reduced in descending order (those who tie for the last place in the written examination will enter the interview).

The interview will be conducted in the form of a structured interview, with a full score of 100 points. The interview results will be announced on the spot at the end of the interview.

(5) Calculation of test scores

Test scores = written test score × 50% + interview score × 50%.

(6) Physical examination

According to the order of test scores from high scores to low scores, the number of candidates to participate in the physical examination will be determined in a ratio of 1:1.5. The vacancies caused by failure in the physical examination will be filled in order from the highest score to the lowest score. If the test scores are tied, the one with the higher written test score will take the physical examination.

The physical examination standards are implemented with reference to the relevant policies of the "General Standards for Civil Servant Recruitment Physical Examination and Civil Servant Recruitment Physical Examination Operation Manual and Workflow" (Ministry of Human Resources and Social Security No. 2016140).

(7) Inspection

Those who have passed the physical examination will determine the inspection objects in a ratio of 1:1. Vacant positions due to failure in the examination or candidates voluntarily giving up will be filled in order from the highest score to the lowest score among those who have passed the physical examination. The inspection work is jointly organized by the Xingyang Municipal Human Resources and Social Security Bureau and the employer. Vacancies during the inspection period will not be filled. The inspection procedures shall be implemented in accordance with the relevant policies on the recruitment of civil servants.

(8) Public recruitment

1. Determine the personnel to be transferred based on test scores, physical examinations and inspections. The list of personnel to be transferred will be published online by the Xingyang Municipal Human Resources and Social Security Bureau for 7 working days. If there is no objection to the announcement, the Xingyang Municipal Human Resources and Social Security Bureau will handle the registration procedures. Those who fail to register after the deadline will be deemed to have given up automatically.

2. The probation period for publicly selected personnel is half a year, and the probation period is managed by the employer. After the probation period, the Xingyang Municipal Human Resources and Social Security Bureau, the Municipal Office of Public Affairs, and the employer will conduct a comprehensive assessment. Those who pass the assessment will go through transfer procedures, and those who fail will be returned to their original units.
