The funds required for basic surveying and mapping, emergency surveying and mapping and other public welfare surveying and surveying infrastructure maintenance should be included in the annual fiscal budget of the municipal, district (county) government. Article 4 The municipal administrative department for surveying, mapping and geographical information (hereinafter referred to as the administrative department for surveying and mapping) is responsible for the unified supervision and management of surveying and mapping work in this city. The departments responsible for surveying and mapping administration in each district (county) are responsible for the supervision and management of surveying and mapping work within their jurisdiction.

Relevant departments such as land, construction, planning, industry and commerce, public security, quality supervision, water conservancy, finance, transportation, development and reform, national security, press and publication, etc., shall coordinate and carry out relevant surveying and mapping management work in accordance with their respective responsibilities. Article 7 The relevant professional information systems involving geographic information invested and established by the Municipal People's Government shall be based on the city's basic geospatial framework as the basic platform.

The construction of application information systems of various government departments all adopts the city’s basic geospatial information public platform. The municipal administrative department of surveying and mapping should actively promote the application of the results of the geospatial information disclosure platform. Article 8 The municipal surveying and mapping administrative department is responsible for organizing and implementing the following basic surveying and mapping projects:

(1) Establishing, updating and maintaining the national level four or lower level control network, elevation control network and spatial positioning network within the city's area ;

(2) Establish, update and maintain municipal basic geographic information systems and databases;

(3) Measure and update 1:500, 1:1000, 1:2000 Basic scale topographic maps, image maps and digital products;

Article 9 The municipal administrative department of surveying and mapping shall, in conjunction with the relevant departments of the Municipal People's Government, organize the preparation of the city's basic surveying and mapping plan, submit it to the Municipal People's Government for approval, and report it to the provincial administrative department of surveying and mapping for record before organizing its implementation. Article 10 The municipal development and reform administrative department shall, in conjunction with the municipal surveying and mapping administrative department, prepare the city's annual basic surveying and mapping plan, and submit it to the provincial development and reform and provincial surveying and mapping administrative departments for filing. Article 11: Implement a regular update system for basic surveying and mapping results. Chapter 3 Other Surveying and Mapping Article 13 The municipal administrative department for surveying and mapping, together with the municipal administrative department for land and resources, is responsible for formulating the cadastral surveying and mapping plan for the administrative region, organizing and managing cadastral surveying and mapping, and establishing the city's cadastral database. Article 14 The mathematical accuracy and geographical element representation of the basic topographic map measured by the cadastral surveying and mapping unit shall meet the needs of land ownership investigation and determination of land ownership boundaries and boundaries.

The municipal administrative department of surveying and mapping should ensure the currentness of cadastral data results, and the cadastral surveying and mapping results of this city should be reviewed and reviewed regularly by the original surveying and mapping unit. When the ownership boundary line is changed, the relevant parties should promptly carry out surveying and mapping changes. Article 15: Anyone who applies for aerial photography or remote sensing within the administrative area of ??this city for the purpose of surveying and mapping must comply with relevant national and provincial regulations. Article 16 The Municipal People's Government shall strengthen the unified leadership of basic surveying and mapping work such as urban underground pipeline census and comprehensive survey, and ensure the integrity and currentness of the urban underground pipeline database.

The municipal administrative department of surveying and mapping shall formulate a work plan and implementation plan for the census and comprehensive survey of urban underground pipelines, and organize its implementation after submitting it to the Municipal People's Government for approval.

Relevant departments of the Municipal People's Government shall, within the scope of their respective responsibilities, assist the municipal administrative department of surveying and mapping in the general survey and comprehensive survey of underground pipelines.
