Article 1 In order to strengthen the management of Huainan Huaihe Bridge (hereinafter referred to as the Bridge), protect the facilities of the Bridge, ensure the safety and smoothness of the Bridge, and give full play to the social and economic benefits of the Bridge, these Measures are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China, the Regulations on the Administration of Urban Roads, the Regulations on the Administration of Municipal Facilities of Anhui Province and other relevant laws and regulations, and combined with the actual situation of this Municipality.

Second urban management administrative law enforcement departments are responsible for the management of bridges and roads, and investigate and deal with illegal acts; Public security organs and their traffic management departments are responsible for the public security, traffic, fire control and safety of bridges; The municipal construction administrative department is responsible for the maintenance and repair of bridges; The urban management department is responsible for the environmental sanitation management of bridges. Management involving other behaviors of different nature shall be managed according to functions.

Establish bridge site management organization. The management organization is composed of personnel deployed by the city administration and law enforcement bureau, the public security traffic management department and the municipal administration department. The working expenses are included in the city maintenance fee.

Article 3 Bridges and their ancillary facilities are protected by law, and no unit or individual may occupy, damage or engage in other activities that endanger the safety of bridges. Article 4 The scope of bridge management and control is within 50 meters on both sides of highway bridge approach. Within the scope of bridge management and control, it is forbidden to engage in operations that affect the safety of bridges and their ancillary facilities, such as sand digging, earth borrowing, well drilling and blasting, and it is forbidden to build various facilities.

Article 5 When a motor vehicle crosses a bridge, the speed limit is 40 kilometers and the load limit is 20 tons. When the motor vehicle is running normally, the rear vehicle and the front vehicle in the same lane should keep a safe driving distance. In case of rain, snow, fog, icy roads or other conditions that hinder the normal running of vehicles, you must slow down and increase the distance between vehicles.

Article 6 It is forbidden to park, get on and off people, load and unload goods on the bridge; No turning around, reversing, retrograde, vehicle maintenance and trial operation; Tracked vehicles and iron wheeled vehicles are prohibited from driving on the bridge.

Article 7 When the bridge cannot pass normally due to rain, fog, snow, strong wind, serious natural disasters, emergency treatment, traffic accidents, major construction and other reasons, the public security traffic management department may take temporary traffic control measures. If it is really necessary to close the traffic, the public security traffic management department shall release traffic information in time.

Article 8 It is forbidden to depict or post on bridges and their ancillary facilities. It is forbidden to urinate or dump garbage anywhere.

Article 9 Where temporary water traffic control is implemented due to bridge maintenance, repair and inspection, the ship shall pass according to the navigation notice issued by the port and shipping supervision department.

Tenth it is forbidden to gather people to block or interfere with the traffic order of the bridge.

Eleventh the following acts must be approved by the relevant administrative departments:

(a) temporary occupation of bridges and their ancillary facilities;

(2) Setting up temporary building facilities, signs, advertisements and other non-traffic signs;

(3) Laying pipelines, structures and other facilities across the bridge;

Twelfth traffic signs and markings of bridges shall be set up in accordance with the relevant provisions, and the traffic signs and markings must be neat and eye-catching. No unit or individual may damage or move, alter or dismantle traffic signs, markings and traffic safety facilities without authorization. Thirteenth municipal administrative departments responsible for daily maintenance and repair work. The municipal sanitation department is responsible for the daily cleaning work.

Fourteenth maintenance, repair and inspection of bridges and their ancillary facilities shall be carried out in accordance with the technical specifications and operating procedures stipulated by the state and the province to ensure the integrity of bridges.

Fifteenth due to natural disasters and other reasons, resulting in serious damage to the bridge and its ancillary facilities, the local government should actively assist in repairing and removing roadblocks.

Sixteenth bridge maintenance, repair, cleaning, testing, must comply with the following provisions:

(1) Operators must wear uniform safety sign uniforms, and when working at night, they should wear reflective safety sign uniforms;

(two) the job site must be set up in accordance with the relevant provisions of construction signs and protective facilities, so as to achieve standardized operation and civilized construction. At night and in rainy, foggy and snowy weather, obvious red warning light signals must be set;

(3) Vehicles and machinery must turn on yellow warning lights or set operation signs. When other vehicles are affected, traffic guidance signs should be added as required.

Seventeenth due to maintenance operations need to be closed or semi-closed construction, the traffic management department of the public security organ shall cooperate to maintain traffic order or implement other traffic control measures. Eighteenth in violation of the provisions of these measures, the urban management law enforcement organs, public security organs and their traffic management departments shall be punished according to law. If the bridge and its ancillary facilities are damaged, it shall be liable for compensation according to law. If a crime is constituted, criminal responsibility shall be investigated according to law.

Article 19 if the staff of a bridge management and maintenance unit violates the provisions of these measures, neglects his duty, engages in malpractices for selfish ends or abuses his power, he shall be given administrative sanctions by his unit or the competent department at a higher level; Those who cause personal or property losses shall be liable for compensation according to law, and those who constitute a crime shall be investigated for criminal responsibility according to law. Twentieth bridge ancillary facilities refer to transportation, communication, power supply, lighting, testing, flood control, water supply and drainage, special housing and other facilities.
