Article 2 All units and individuals have the obligation to protect the safety of flood control facilities and participate in flood control and emergency rescue.

The management of flood control facilities in the special zone should follow the principle of "regular maintenance, maintenance at any time, maintenance is more important than repair, and repair is more important than grabbing". Article 3 The water administrative department of the Municipal People's Government is the competent authority of flood control facilities in the Special Zone. And set up full-time management personnel to manage. Chapter II Flood Control Facilities Article 4 The flood control facilities mentioned in these Measures include:

(2) Dams, dikes, culverts, gates and their equipment in flood storage and detention areas;

(3) Rivers and their channels, dikes, sluices and ancillary buildings in the Special Zone;

(4) Rainfall stations and hydrological stations. Chapter III Management of Flood Control Facilities Article 5 The competent department of flood control facilities shall regularly organize inspection and observation of flood control facilities, master the use of buildings and ensure the sound operation of machinery. Once the flood control buildings are found to be damaged, they should be repaired immediately to ensure the integrity and safety of flood control facilities and give full play to their flood control benefits. Article 6. Keep the river unblocked and the culvert running normally. Article 8 The construction within the protection scope of flood control facilities shall be subject to the overall arrangement of flood control, unified planning, and the construction of flood control forests and scenic forests in a planned and phased manner. Ninth flood control facilities departments must pay attention to the collection, collation and accumulation of rainfall, water regime, tides and other hydrological data, hydrological analysis, prediction of possible situations and problems, do a good job of prevention. Tenth flood control facilities management personnel should be highly responsible for the management and maintenance of flood control facilities. The competent department of flood control facilities may, according to the specific circumstances, formulate a feasible reward and punishment system. Chapter IV Awards and Penalties Article 11 Whoever, in violation of the provisions of these Measures, commits any of the following acts shall be ordered by the competent department of flood control facilities to stop the illegal act, remove obstacles within a time limit or take other remedial measures, and may also be fined; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(two) dumping slag, slag, coal, mud, masonry, gravel, ceramic glass fragments and garbage within the scope of protection of flood control facilities;
