Liaoning Kangping Power Plant was built by Guoneng Kangping Power Generation Co., Ltd., a subsidiary of the State Energy Investment Group, and is a state-owned enterprise.

The full name of Liaoning Kangping Power Plant is Guodian Kangping Power Generation Co., Ltd. It is a power supply project planned and constructed by the country’s “Eleventh Five-Year Plan”. The project was launched in early 2003 and was approved by the National Development and Reform Commission on April 3, 2006. The first phase of the power plant was Invest 5.22 billion yuan to build two new 600,000-kilowatt domestic supercritical generating units.
