Interim Measures of Anshan Municipality on the Administration of Bathing Industry

Article 1 In order to strengthen the management of the bath industry, standardize the business behavior of the bath industry and meet the needs of people's lives, these Measures are formulated in accordance with the relevant laws, regulations and provisions of the state and combined with the actual situation of this Municipality. Article 2 The term "bathing industry" as mentioned in these Measures refers to businesses and service industries that provide bathing services. Article 3 All units and individuals engaged in bathing business activities within the administrative area of this Municipality shall abide by these Measures. Article 4 The municipal administrative department of commerce shall be responsible for the industry management of bath industry within its administrative area. The county (city) commercial administrative department is responsible for the industry management of the bathing industry within its jurisdiction, and accepts the guidance of the municipal commercial administrative department in business.

Industry and commerce, public security, health, price, culture, environmental protection, fire protection, water conservancy, public utilities and other departments shall, according to their respective responsibilities, coordinate in the management of the bath industry. Article 5 The development of bathing industry should adhere to the principles of unified planning, rational layout, convenience for the masses, health and order. Article 6 Units and individuals applying for the establishment of a bathing center must apply to the administrative department of commerce for project establishment.

Basic conditions for applying for a project:

(1) the identity certificate of the applicant;

(2) Certificate of house property right or lease and certificate of house safety;

(3) Bathroom design drawings;

(four) the necessary proof of funds;

(five) the opinions of the surrounding units and residents;

(six) other conditions set by laws, regulations and relevant provisions. Article 7 Basic procedures for examination and approval:

(a) the administrative department of commerce shall, after the preliminary examination of the project application, issue a notice of examination and approval to the applicant of the bathing industry;

(two) the applicant shall go through the examination and approval procedures and relevant license certificates in public security, health, environmental protection, fire protection, water conservancy, public utilities and other departments. After receiving the application for registration from the administrative department for industry and commerce with the Notice of Examination and Approval of Bathing Industry;

(3) The applicant shall go to the administrative department for industry and commerce to apply for the business license after obtaining the Business License for Bathing Industry from the administrative department for commerce with the approval procedures and relevant licenses of the above-mentioned relevant departments. Article 8 If the bath center closes down or changes its business mode, business scope, address and designated representative, it must apply to the relevant departments for cancellation or change procedures in accordance with the establishment examination and approval procedures.

If the approved bathing outlets are not opened within half a year, they will be deemed to be automatically closed, and the relevant licenses will be cancelled by the original examination and approval department. Ninth county (city) commercial administrative departments approved the opening of the bath industry outlets, county (city) commercial administrative departments reported to the municipal commercial administrative departments for the record. Tenth urban bathing outlets must meet the following conditions:

(a) The facade is beautifully decorated and clearly marked;

(two) the business area is not less than the prescribed standard;

(3) Having a dressing room, lounge and bathroom;

(4) No less than 8 shower heads in the bathroom; The distance between shower heads shall not be less than 1m, and the distance between shower and pool area shall not be less than 2m;

(five) terrazzo, ceramic tiles or other materials that meet the requirements are laid on the floor and wall of the bathroom;

(six) complete heating and cooling facilities, good indoor ventilation and appropriate temperature;

(seven) fire fighting equipment is complete, effective and reasonable:

(eight) health, environmental protection and other facilities are complete and meet the prescribed standards. County (city) bathing outlets must meet the conditions, the county (city) administrative department of commerce in conjunction with the relevant departments, combined with local conditions, to develop their own. Eleventh bath outlets are divided into super, first-class and second-class by the commercial administrative department in conjunction with the price department according to the scale of investment, facilities and supply.

Bath industry outlets must be based on the rating, and accept the supervision and inspection of the price department. Article 12 The legal representative or person-in-charge and relevant management personnel of bathing outlets must pass the training organized by the competent department of commerce before taking up their posts with certificates. Thirteenth bathing outlets massage, bathing, service and other personnel must hold a valid health certificate issued by the health department at or above the county level. Professional and technical personnel such as massage, bathing and boiler operation must hold professional qualification certificates issued by the labor department.

Migrant workers working in bathing outlets must have temporary residence permits and employment certificates for migrant workers.

Attendants in the bath center must be listed in the dress guide. Fourteenth bath outlets should establish safety, fire prevention, hygiene, price and other management systems and the person in charge during the business period. Fifteenth boilers used in bathing outlets must meet the safety technical standards stipulated by the state. Bath water must meet the hygienic standards stipulated by the state. Sixteenth bath outlets used bathrobes, bath towels, slippers, tea sets and other public goods should be disinfected according to regulations. The bathroom must be equipped with signs prohibiting patients with sexually transmitted diseases and various infectious skin diseases from taking a bath. Seventeenth bathing outlets are strictly prohibited from burning high-polluting fuels such as raw coal, and the smoke and sewage discharged must meet the prescribed standards.

Bathing outlets must be equipped with heat-proof, moisture-proof, noise-proof and odor-proof facilities, and must not pollute the environment and disturb the people. Eighteenth bath outlets are strictly prohibited from playing, hanging, posting reactionary, obscene, superstitious, vulgar audio-visual products and other accessories, and illegal and criminal activities such as prostitution, whoring, drug trafficking, drug abuse and gambling are strictly prohibited. Nineteenth in violation of the provisions of article seventh of these measures, without the approval of the competent department of commerce, set up a bath center, the competent department of commerce shall order it to make corrections, and impose a fine of more than 3000 yuan to 5000 yuan.
