According to Jiao Xin 'an, deputy to the National People's Congress and secretary of the Party Committee of Yangzhou University, at present, the state encourages the civil service examination and the recruitment of state-owned enterprises and institutions to tilt towards fresh graduates, and makes it clear that college graduates who have not been employed within two years enjoy the status of "fresh graduates". This policy is of great significance to broaden employment channels, stabilize employment and protect people's livelihood. However, Jiao Xin 'an found that the high concern about the "status of fresh graduates" prompted graduates who could have been employed in non-public enterprises to choose not to be employed first and repeatedly apply for positions within the system to keep their qualifications. When they go to the job market to seek more job opportunities, they want to keep their "graduate status".
