First, the introduction of objects and qualifications

(A) the introduction object

1. Fresh and past graduates with full-time master's degree or above from domestic or foreign universities;

Second, the policy treatment after employment.

1. Public institutions and state-owned enterprises will be given a one-time settlement subsidy by the district finance according to the standards of 80,000 yuan/person for doctoral students, 40,000 yuan/person for master students, 50,000 yuan/person for doctoral students and 30,000 yuan/person for master students in non-double-first-class universities.

2. After the probation period expires, those who pass the examination will go through the formalities of becoming a full member according to the procedures.

Among them, doctoral students and master students working in professional and technical positions in institutions enjoy professional and technical level 7 and 10 salary respectively; Doctoral and master students who work in management positions in public institutions enjoy the salary of seven and eight managers respectively.

5. Postgraduates who have been engaged in professional and technical work in institutions for one year and obtained junior titles can be employed as eleven posts; Those who have worked for 3 years and obtained intermediate titles can be directly employed to technical 10 posts without post restrictions.

Doctoral students who are engaged in professional and technical work in public institutions and have obtained the title of associate senior, can be directly employed to professional and technical level 7 positions.

For doctoral and master students who have worked in management positions in public institutions for one year and performed well, they can be employed in management positions at the seventh and eighth levels.

6. Doctoral and master students who have held professional and technical positions for more than 2 years in the management positions of public institutions above Grade 8 or deputy senior middle schools, and have professional backgrounds urgently needed by the authorities, can be transferred to the authorities to hold leadership positions at or above the deputy division level according to relevant regulations and procedures.

7. If the imported talents have no self-owned housing in Xian, they can apply for talent apartments; If you have paid the housing provident fund for more than 6 months continuously and purchased the first set of self-occupied commercial housing in this area, the application for housing provident fund loan can be increased to 1.5 times the limit.

8. The employer shall give priority to the introduction of talents in terms of settlement and spouse work within the scope of the policy.

9. Those who leave before the minimum service life (except those who are mobilized by the organization) will be disqualified from the corresponding treatment, and the one-time resettlement subsidy will be refunded.

Three. Employment procedure

(1) Query location

(2) Online registration

The registration time starts from the date of announcement and ends at 7: 00 on March 5, 2023/kloc-0.

(3) Qualification examination

1. Preliminary qualification examination.

The employing unit shall conduct preliminary qualification examination on the applicant's registration information.

Those who fail in the preliminary qualification examination can report to other positions after improving the information; Those who pass the preliminary qualification examination cannot be reported to other positions.

2. Qualification examination.

Applicants who have passed the preliminary qualification examination must submit the written application materials to the employer by postal EMS, etc. The deadline for submission is March 5, 2023 17:00 (subject to the mailing time).

The written application materials include:

Qualification examination runs through the whole recruitment process. Anyone who finds fraud will be disqualified from registration, examination or employment once verified.

(4) Organizing examinations

The examination is scheduled to be held in April, which is divided into two parts: professional level test and interview, and is organized and implemented by the District People's Social Security Bureau. Among them, the medical post does not carry out professional level test, and the candidate is determined directly through interview.

After the District People's Social Security Bureau determines the examination time and place, the employer will notify the candidates.

1. Professional level test.

The professional level examination is based on 100% system, focusing on testing candidates' professional ability.

According to the ranking of professional level test results, the list of interviewers is determined according to the ratio of 1:3 (the proportion of doctoral candidates can be determined according to the specific situation).

Doctoral students do not take the professional level examination, but go directly to the interview.

After the qualification examination, the ratio of the number of planned recruits to the number of people who passed the qualification examination is less than 1:3, and the examination can be started.

The written test results will be released through Xian 'an District People's Government Network (), and the minimum passing line of the test paper will be released at the same time. Candidates below the minimum passing line cannot enter the next recruitment stage.

2. Interview.

The interview adopts a structured way, focusing on testing the comprehensive quality of candidates, quantifying scores according to a percentage system and publishing results on the spot, in which the medical post interview is organized and implemented by the District Health Bureau alone.

For the position where the ratio of the number of interviewees to the number of people in the recruitment plan is equal to or less than 1: 1, the interview score must reach 75 points, otherwise the recruitment plan will be cancelled or reduced, and candidates who fail to meet the qualification line cannot enter the medical examination and inspection stage.

3. Comprehensive score calculation.

Candidates' comprehensive scores are calculated according to the percentage system.

Doctoral students take interview results as comprehensive scores; Comprehensive score of master students (including undergraduates) = professional level test score ×50%+ interview score ×50%.

According to the ranking of comprehensive achievements and the special study by the Party Committee (Party Group) of the employing unit, the list of the inspected objects is put forward according to the ratio of 1: 1.

When the comprehensive scores are the same, first, determine the subjects according to the interview results; If the interview results are the same, they shall be determined according to the academic degree or professional title; If the academic degree level or professional title level is the same, you can arrange an additional test.

(5) Investigation and physical examination

Inspection and physical examination can be organized and implemented at the same time.

The inspection should highlight the quality of both ability and political integrity, focusing on their moral conduct, professional expertise, ability and quality, study and work performance, job matching, job qualifications and other conditions.

During the inspection, if it is found that the material information of the inspected object is untrue or does not meet the qualification conditions for post application, the inspection qualification will be cancelled.

The physical examination refers to the relevant provisions of the General Standard for Physical Examination of Civil Servants (Trial).

(6) Publicity and employment

(7) Other matters.
