(1) Anyone who abides by discipline and law and meets one of the following conditions can sign up for the second-level constructor qualification examination (the level chosen at the time of registration is "unified examination"): 1, who has obtained a technical secondary school degree in engineering or engineering economics and has been engaged in construction management of construction projects for 2 years; 2. Persons who have obtained technical secondary school degree or above in non-engineering or non-engineering economics, have been engaged in construction management of construction projects for 2 years, and have been employed as professional and technical positions in engineering or engineering economics.

(3) Professional Engineering Management and Practice is divided into six majors: construction engineering, highway engineering, water conservancy and hydropower engineering, municipal public works, mining engineering and electromechanical engineering. Candidates can choose one of them according to the actual work. Those who have obtained a professional achievement qualification certificate can apply for any one of the remaining professional subjects (the level selected at the time of registration is "corresponding major").

On February 27th, 2003, the State Council stipulated: "Cancel the qualification examination and approval of project managers in construction enterprises, change to registered architects, and set up a transition period". The Ministry of Personnel and the Ministry of Construction are jointly responsible for the establishment of the second-level constructor qualification examination.
