Measures of Jilin Municipality for the Administration of Urban Vehicle Cleaning

Article 1 In order to clean the city and standardize motor vehicle cleaning and cleaning activities, these Measures are formulated in accordance with the relevant provisions of the state and the province and combined with the actual situation of this Municipality. Article 2 Vehicles mentioned in these Measures refer to motor vehicles such as passenger cars, trucks and special vehicles. Article 3 These Measures shall apply to the management of vehicle cleaning in the built-up areas of this Municipality. Article 4 The municipal construction administrative department is the administrative department in charge of vehicle cleaning, and the municipal environmental sanitation management office is the daily management department of vehicle cleaning. Fifth vehicle cleaning adhere to the principle of saving water, voluntary cleaning and paid service. Sixth city appearance and environmental sanitation supervisors have the right to supervise and manage the cleaning, appearance and appearance of vehicles. Article 7 The municipal environmental sanitation administrative department shall set up "dirty cars are not allowed to enter the urban area" signs at the main entrances and exits of the city, and set up "dirty cars are not allowed to enter the urban area" signs at the places where the urban traffic flow is concentrated. Article 8 Vehicles driving in urban areas must keep their bodies clean and tidy. Where the car body is unclean, which affects the city's environmental sanitation and city appearance, it should be cleaned before driving in the urban area. Ninth vehicle cleaning must be carried out in the vehicle cleaning station (field). Self-cleaning vehicles must be carried out in the hospital of the unit (family).

In the process of vehicle cleaning, the surrounding environment and municipal facilities must be kept intact.

It is forbidden to clean vehicles in streets, squares, green spaces, residential areas, urban rivers and other places.

Forcibly intercepting vehicles for cleaning is prohibited. Tenth vehicle cleaning station (field) layout is determined by the municipal administrative department of municipal construction in conjunction with the municipal administrative department of urban construction, the public security administrative department, and the administrative department for industry and commerce. Eleventh the establishment of a vehicle washing station (field) must be examined and approved by the environmental sanitation management department before going through the formalities with the relevant departments. Twelfth units and individuals applying for the establishment of a vehicle washing station (field) shall provide the following documents and materials to the examination and approval department:

(a) the construction project planning permit or proof of the use of the business premises;

(2) Cleaning service mode;

(three) the process plan and main equipment suitable for the scale of operation;

(four) sewage and sludge treatment plan and other environmental protection measures;

(five) other documents and materials required by the examination and approval department. Thirteenth qualified vehicle washing station (field), by the municipal environmental sanitation administrative department issued a vehicle washing station (field) license, and apply for a business license to the administrative department for Industry and commerce, before business. Vehicle cleaning station (field) license shall be inspected once a year. Fourteenth vehicle washing station (field) shall carry out car washing service in a civilized, hygienic and orderly manner in accordance with the approved business scope and business location. Fifteenth vehicle cleaning station (field) shall indicate the name of the cleaning station (field), and publicize the charging standards and service standards.

Vehicle cleaning station (field) must implement the unified charging standard formulated by the municipal price department, and shall not charge or only charge for not washing the car. Article 16 A vehicle shall meet the following requirements after cleaning:

(1) There is no stain on the accessible parts of the car body;

(three) the bottom of the car, wheels and other places can be scrubbed without sediment. Seventeenth in violation of these measures, the municipal construction administrative department or in conjunction with the relevant departments shall be punished according to the following provisions. (two) in violation of the provisions of article ninth, engaged in business car washing activities outside the vehicle washing station (field), shall be ordered to stop immediately, and impose a fine of more than 500 yuan 1000 yuan on the car washing personnel; In the streets, squares, green spaces, residential areas, urban rivers and other places to clean vehicles, the car washer shall be fined more than 200 yuan 100 yuan; Forcibly intercept the car wash, shall be ordered to correct immediately, and impose a fine of more than 300 yuan 100 yuan;

(3) Whoever, in violation of the provisions of Article 11, establishes a cleaning station (field) without the consent of the competent administrative department of environmental sanitation, shall be ordered to go through the formalities, and shall be imposed with a fine ranging from 1000 yuan to 2,000 yuan;

(four) in violation of the provisions of article thirteenth, did not receive the "vehicle cleaning station (field) license" to engage in vehicle cleaning, shall be ordered to make corrections, and impose a fine of 2000 yuan to 5000 yuan;

(five) in violation of the provisions of article fifteenth, do not indicate the name of the cleaning station (field), do not disclose the charging standards and service specifications, do not wash the car, shall be ordered to immediately correct, and impose a fine of more than 500 yuan 1000 yuan;

(six) in violation of the provisions of article sixteenth, after cleaning the vehicle can not meet the cleaning requirements, shall be ordered to refund the car wash fee or re cleaning, and impose a fine of 200 yuan. Article 18 These Measures shall come into force as of the date of promulgation.
