Due to the restriction of the national policy on the car project, it can only be carried out in secret, so when the project was started, it was internally code-named "Project 951" (that is, the number one project in Anhui during the Ninth Five-Year Plan period), and publicly called "Anhui Auto Parts Industry Company (Preparatory Office)", and it always kept a low profile. It is not easy to find talents who can do cars in an economically backward area like Wuhu. In 1995, a Wuhu delegation visited FAW and found a fellow villager Yin Tongyao.
