Article 2 These regulations shall apply to fire prevention, fire fighting and emergency rescue work within the administrative area of ??this city. Article 3 People's governments at all levels shall strengthen leadership over firefighting work, incorporate firefighting work into national economic and social development plans, and ensure that firefighting work is compatible with economic and social development. Article 4 The public security organs of the municipal, district and county people's governments shall supervise and manage fire protection work within their respective administrative regions, and the fire protection departments of the public security organs shall be responsible for implementation.

Relevant departments of the municipal, district and county people's governments shall carry out fire protection work within the scope of their respective responsibilities and in accordance with the law. Article 5: Any unit or individual has the obligation to maintain fire safety, protect fire protection facilities, prevent fires, and report fire alarms; they have the right to dissuade and report to the fire protection department of the public security agency any behavior that endangers public fire safety. All units and adults have the obligation to participate in organized fire-fighting work.

Article 7 The municipal, district and county people's governments shall commend and reward units and individuals that have made outstanding achievements in fire protection work. Chapter 2 Fire Safety Responsibilities Article 8 The principal persons in charge of the people's governments at all levels and relevant departments are the first persons responsible for fire safety in their respective administrative regions and departments, and are responsible for the leadership of fire safety work; the person in charge is directly responsible for fire safety work. Leadership Responsibilities. Article 9 The municipal, district and county people's governments shall perform the following fire safety responsibilities:

Article 10 The fire safety committees of people's governments at all levels are responsible for organizing, guiding, and supervising relevant departments, industries, and units to perform fire safety responsibilities and coordinate and resolve major fire safety issues. Article 11 The fire protection department of the public security organ shall perform the following fire safety responsibilities:

(1) Prepare fire protection plans in conjunction with relevant departments;

(2) Inspect and supervise units to implement fire safety Responsibility system;

(3) Implement fire protection administrative licensing, supervision and inspection, fire investigation, administrative penalties, and administrative enforcement in accordance with the law;

(4) Undertake fire fighting and emergency rescue prescribed by the state Tasks;

(6) Carry out fire protection business guidance, publicity, education and training;

(7) Regularly analyze the fire situation, grasp the rules and characteristics of fires in the administrative region, release fire situation information in a timely manner, and formulate targeted countermeasures and measures for fire safety work;

Article 12 Relevant departments of the municipal, district and county people's governments shall perform the following fire safety responsibilities:

(1) The planning department shall cooperate with the fire protection agencies of the public security organs in the preparation of fire protection plans;

(2) The land and resources department shall ensure land for the construction of urban and rural public fire protection facilities such as fire dispatch command centers, fire stations, fire training and fire fighting and rescue equipment reserve bases;

Article 13 The town people's government and sub-district offices shall perform the following fire safety work responsibilities:

(1) Establish and improve the fire safety work system, formulate and implement fire safety measures;

(2) Organize the formulation of fire accident emergency plans and organize emergency drills;

(3) Organize and carry out special fire safety management and fire safety inspections according to the needs of fire prevention work in the jurisdiction to eliminate fire hazards;

(4) Organize and carry out regular fire safety publicity and education;

(5) Inspect, guide, and supervise village (resident) committees and units within the jurisdiction to do a good job in fire protection and improve fire prevention in the jurisdiction Disaster relief capabilities;
