What's the difference between the first and second public welfare jobs in Huainan?

Public welfare posts are social public welfare posts and community public welfare posts.

Public welfare posts refer to posts provided by governments at all levels and relevant departments to resettle people with employment difficulties and give job subsidies and social insurance subsidies.

There are two main types of public welfare posts:

One is social welfare jobs. Including: public security coordinator, labor and social security coordinator, environmental protection coordinator, family planning coordinator, grass-roots trade union coordinator, urban management coordinator, health cleaner, and other public welfare posts for social management and public service determined by prefecture-level governments;

The second category is community public welfare posts. Including: community public security, community sanitation and cleaning, community public environment greening, parking lot management, community public facilities maintenance, community culture, community education, community sports, community pension, rural bilingual kindergarten nurses and other public welfare posts approved by the municipal government and allowed to be developed in the community.

"Interim Measures for the development and management of public welfare posts in Huainan City" stipulates in Chapter III, Article 12:

Public welfare posts are used to resettle people with employment difficulties who have the ability to work and employment aspirations within the legal working age, mainly including:

(1) Long-term unemployed persons enjoying the minimum living guarantee;

(2) Older people with employment difficulties;

(3) Zero-employment family members;

(4) Land-lost (forest) personnel;

(5) Unemployed college graduates with family difficulties;

(6) Persons with disabilities who meet relevant regulations;

(seven) other employment assistance objects determined by the people's governments at or above the county level and the provincial department of human resources and social security.

Those who meet the above conditions must hold the Employment Unemployment Registration Certificate and be recognized as the object of employment assistance by the human resources and social security departments at or above the county level.

Article fourteenth stipulates that the placement of people with employment difficulties in public welfare posts shall be carried out in accordance with the following procedures:

(1) release information. Counties (districts) human resources and social security, the financial sector jointly released information on public welfare jobs, and announced the job name, job number, job content, recruitment conditions, wages, etc.

(2) filing an application. Eligible people with employment difficulties who intend to engage in public welfare posts shall apply to the county (district) human resources and social security department or the employer. The application materials include: the application form for employment intention of public welfare posts (see Annex 2) and the materials required for the posts.

(3) inspection and employment. The human resources and social security departments of counties (districts) set up a direct docking platform for employers and people with employment difficulties by organizing supply and demand meetings or recommending candidates for employers. The employer may, according to the nature of the post and the number of applicants, inspect the applicants through interviews, visits and other forms to determine the candidates for employment.

(4) Employment filing. The employer shall sign a written labor contract with the employees with employment difficulties within one month and report it to the local county (district) human resources and social security department for the record.
