3. If the vehicle transportation violates the regulations and needs to be detained for post-treatment, the main license shall be detained, and the director's permission and validity period (the longest validity period shall not exceed 15 days) shall be filled in on the back of the secondary page, and the driver shall continue driving with the certificate to be managed on the secondary page after being stamped by the inspection department. 5. If the certificate is retained due to the annual review, it can be passed by stamping the words "Leave the certificate due to the annual review" in the column "To be decided by the Secretary". The secondary page without the signature of the road transport management institution cannot be used alone.

Annual review procedure:

1, annual review announcement. The road transport certificate shall be inspected once a year, and the county-level road transport management institution shall issue specific time and requirements to the relevant units according to the provisions of the provincial and municipal road transport management institutions. Units with more vehicles can go on-site inspection, and units or individuals with fewer vehicles can focus on inspection according to administrative divisions.

2, the township road transport management institution endorsement. The road transport management institution shall issue the annual examination form of the road transport certificate and sign the opinions.

3. Submit relevant certificates. When examining and verifying, the examiners should take back the Road Transport Certificate Examination Form, and check the business license, road transport certificate, vehicle driving license (except for unit vehicles) and passenger and freight line signs.

4. On-site records. In the verification of road transport permits, the inspectors shall record the evidence and other relevant materials submitted by the operators on the spot, and fill in the "Record Form for Annual Verification of Road Transport Certificates". If the formalities do not meet the prescribed requirements, it shall be notified to go through the formalities or make corrections within a time limit.

5. Sign the verification results. For those who pass the inspection, the inspectors shall affix the seal of "Qualified Inspection" on the inspection record column of the Road Transport Certificate and indicate the inspection date. Those who have not passed the examination and failed the examination after the examination period shall not participate in commercial road transport.

Redistribution procedure:

1, apply. If the road transport permit is lost or destroyed, the holder shall orally apply to the road transport management institution for re-issuance, receive and fill out the Application Form for Re-issuance of Road Transport Permit, and indicate the time, place, process and witnesses of the loss or destruction.

2. Re-register. The road transport management institution shall re-register the loss of the road transport certificate with the "Application Form for Reissuing the Road Transport Certificate". If it is reissued, it shall be recorded in the "Re-issuance or Change Record" of the Road Transport Certificate Issuance Account.

3. The distribution is in progress. During the loss reporting period of the Road Transport Certificate, in order not to affect the transport production and ensure the legal operation of the operators, the road transport management institution will issue a new certificate of the "Certificate to be Managed" on the second copy, keep the main certificate, and allow it to continue to operate, and indicate the competent reasons and the validity period on the second copy, with the validity period not exceeding one month at the longest.

4. The declaration is invalid. The road transport management institution shall issue a letter of introduction to the newspaper and hand it over to the operator to publish a declaration of invalidation in the newspaper at or above the prefecture level.

5. Issue the master certificate. The certificate holder of the road transport management institution shall be subject to the newspaper that published the statement. The road transport permit shall be renewed with the application form and the second copy of the "certificate to be managed", and the main certificate of the operation permit consistent with the number of the second copy of the "road transport permit" shall be handed over to the operator. When a new card is reissued, the word "reissue" must be marked in the column of "issuing authority", and the invalid statement shall be cut and pasted on the application form for reissue, and the prescribed replacement fee shall be charged.

6. Re-submission is terminated. If the road transport permit for each vehicle is used more than three times within one year, it shall be terminated.

Temporary operating license:

The issuing object of the temporary business license refers to the units engaged in commercial transportation temporarily (not more than three months) within their respective jurisdictions. Personal and family vehicles (including tractors). The issuance procedures and management of temporary business licenses are basically the same as those of business licenses.
