In order to conscientiously implement the spirit of the Interim Provisions on Open Recruitment of Institutions (Order No.6 of the Ministry of Personnel) and further deepen the reform of the personnel system of institutions in our province, with the consent of the main leaders of the provincial government, we hereby put forward the following opinions on open recruitment of new personnel in institutions:
A, where the establishment of institutions approved by the organization department, new staff will take the way of open recruitment for the society. Personnel who need to be selected and appointed by other means such as national policy resettlement shall be handled in accordance with relevant policies and regulations. Public institutions managed according to the Civil Service Law shall be implemented according to the Civil Service Law.
Second, open recruitment should adhere to the employment standards of having both ability and political integrity, implement the principles of openness, equality, competition and merit-based, make policies, information, procedures and results public, and accept the supervision of society and relevant departments. Open recruitment information and the list of persons to be employed shall be published on the designated website.
Three, open recruitment should adhere to the macro management of party committees and governments, implement the autonomy of institutions, unified norms, classified guidance, hierarchical management. The Organization Department of the Party Committee is the competent authority for open recruitment of institutions affiliated to the Party Committee, and the government personnel department is the competent authority for open recruitment of institutions affiliated to the government.
Four, institutions approved by the application, according to the post structure and the proportion of personnel vacancies, formulate open recruitment plan and open recruitment plan, with the consent of the competent department, according to the management authority reported to the Party Committee Organization Department, the government personnel department for approval before implementation.

According to the different nature, scale, type and post characteristics of public institutions, the open recruitment examination can be organized by the Organization Department of the Party Committee and the personnel department of the government, or by the competent departments and institutions of public institutions themselves, or by the examination institutions and talent service institutions affiliated to the personnel department of the government. The examination can take many forms, such as written examination, interview and skill evaluation. The specific measures shall be implemented in accordance with the Interim Provisions of the Ministry of Personnel on Open Recruitment of Public Institutions and the Trial Measures for Recruiters of Public Institutions in Henan Province (Yufa [2003] No.74).
Six, open recruitment of new personnel will sign an employment contract, and the personnel agency procedures in the government personnel department, the cost borne by the employer. Personnel management measures shall be implemented in accordance with the relevant provisions of the employment system.
Seven, party committees and governments at all levels should strengthen the leadership of public institutions to recruit new personnel, party committees and government personnel departments should earnestly assume the responsibility of open recruitment, strengthen supervision and inspection, and regularly report the inspection results. Give informed criticism to units that have not implemented open recruitment of new employees; If it is not openly recruited, the relevant procedures will not be handled; Hired personnel who have not been openly recruited will be resolutely retired once verified; Staff who violate the discipline of open recruitment shall be investigated for responsibility in accordance with relevant regulations.
