Jinan high-level talent identification standards

Jinan City’s high-level talent classification catalog is divided into 5 levels, namely:

Top talents at home and abroad (Category A), national leading talents (Category B), provincial-level talents Leading talents (Category C), municipal leading talents (Category D), and senior talents (Category E).

Category A: top talents at home and abroad. Mainly include: 1. Nobel Prize winners; 2. Winners of the country’s highest science and technology award; 3. Academicians of the Chinese Academy of Sciences; 4. Academicians of the Chinese Academy of Engineering; 5. Members of the Chinese Academy of Social Sciences; 6. Outstanding National “Ten Thousand Persons Plan” Talents; 7. Academicians of the Academy of Sciences or Academy of Engineering in developed countries such as the United States, the United Kingdom, Canada, and Australia; 8. Top talents equivalent to the above levels.

Category B: National leading talents. Mainly include: 1. Candidates for the national talent project organized by the Organization Department of the Central Committee of the Communist Party of China and candidates other than outstanding talents in the "Ten Thousand Talents Plan"; 2. Distinguished professors of the "Changjiang Scholars Award Program" of the Ministry of Education; 3. National Outstanding Young Scientists Fund winner; 4. National Natural Science Award, Technological Invention Award, Science and Technology Progress Award special

first prize and the first two finishers; 5. Expert of the Chinese Government’s “Friendship Award”; 6 .National-level candidate for the Hundred Thousand Talents Project; 7. Served as general manager (chairman) of the regional headquarters of a Fortune 500 company; 8. Leading talents equivalent to the above levels.

Category C: Provincial leading talents. Mainly include: 1. Those who have won the first prize of the National Natural Science Award, the Technical Invention Award, and the Science and Technology Progress Award except the first two; 2. The winners of the National Natural Science Award, the Technical Invention Award, and the second prize of the Science and Technology Progress Award. 2 achievers; 3. Winners of the China International Science and Technology Cooperation Award; 4. Top 2 achievers of the first prize of provincial, ministry, military, and national defense natural science awards, technological invention awards, and science and technology progress awards; 5. Provincial Science Winner of the highest technology award; 6. Taishan Scholar, Taishan Industry Leading Talent; 7. Candidate for the "Hundred Talents Plan", the first initiative of the Chinese Academy of Sciences; 8. Candidate for the Ministry of Science and Technology's Innovative Talent Promotion Plan; 9. Winner of the China Skills Award, National Technical Expert , Leader of the National Skills Master Studio; 10. “Four Batch” Talents of the National Publicity and Culture System; 11. Selected in the Ministry of Education’s “New Century Excellent Talent Support Plan”; 12. National Model Teacher, Advanced Work in the National Education System National outstanding educators, national teaching teachers, national outstanding teachers, provincial special teachers; 13. Young and middle-aged experts who have made outstanding contributions to national health and family planning; 14. Category D: Municipal-level leading talents.

Mainly include: 1. Category E: senior talents. Mainly include: 1. Municipal youth academic and technical leaders; 2. Municipal outstanding contribution technicians, municipal outstanding technical experts, leaders of municipal skill master studios; 3. Quancheng Rural Star; 4. Quancheng Harmony Envoy; 5. Quancheng Culture Talents and cultural stars; 6. Winners of the city's outstanding scientific and technological workers, winners of the city's youth science and technology awards; 7. Professional and technical personnel with associate senior professional and technical qualification certificates, senior technician professional qualification certificates, and senior social worker professional qualification certificates Talents, high-skilled talents, rural practical talents, social work talents; 8. Main management talents or professional managers of enterprises above designated size in Jinan City who have won awards at the municipal level or above; 9. Talents with domestic and foreign full-time doctoral or master's degrees ;10. Senior talents equivalent to the above levels.
