The second power plant has a total planned installed capacity of 1.4 million kilowatts. The first phase of the project has invested 4.639 billion yuan to build two 350,000-kilowatt coal-fired units. The investors are respectively Singapore United Power (Private) Co., Ltd. \ National Power The company's East China Company\Anhui Energy Group Co., Ltd. (Waneng), Anhui Electric Power Company and Hefei Construction Investment Company are composed of five parties, of which the Chinese party accounts for 51% of the total share capital and the foreign party accounts for 49%.

The project construction adopts the general contracting method. The main project (EPC) is generally contracted by the German ABB Company through international bidding, and the peripheral auxiliary project (BPC) is generally contracted by Anhui Mingda Electric Power Co., Ltd. The entire project is supervised throughout the entire process of design, construction, and commissioning. The Supervision Department jointly formed by China International Engineering Consulting Company and China Electric Power Construction Engineering Consulting Company is responsible for project supervision. Anhui Electric Power Design Institute is the overall institute.
