Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of the Constitution of People's Republic of China (PRC) and the Law of People's Republic of China (PRC) on Regional National Autonomy and in combination with the political, economic, cultural and ethnic characteristics of Gongcheng Yao Autonomous County. The organs of self-government of Autonomous County are stationed in Gongcheng Town. Article 3 The organs of self-government of autonomous counties exercise the functions and powers of state organs at the county level in accordance with the Constitution, the Law on Regional National Autonomy and other laws, and implement the laws and policies of the state according to the actual situation of autonomous counties. Article 4 The organs of self-government of autonomous counties adhere to the principles of people's democratic dictatorship, socialist road, taking economic construction as the center and reform and opening up, rely on the people of all ethnic groups, carry forward the spirit of hard struggle and self-reliance, do a good job in building socialist material civilization and spiritual civilization, and build autonomous counties into ethnic regional autonomous areas with equality, unity, progress and prosperity. Article 5 The organs of self-government of autonomous counties safeguard the reunification of the motherland and ensure the observance and implementation of the Constitution and laws in autonomous counties.

The organs of self-government of autonomous counties put the overall interests of the country in the first place and actively complete various tasks assigned by state organs at higher levels. Article 6 The organs of self-government of autonomous counties shall proceed from local conditions and adopt special policies and flexible measures to accelerate the economic and cultural development of autonomous counties without violating the principles of the Constitution and laws. Article 7 When the organs of self-government of autonomous counties implement the resolutions, decisions, orders and instructions of state organs at higher levels, if they are in conflict with the Law of People's Republic of China (PRC) on Regional National Autonomy, they shall be implemented according to the Law on Regional National Autonomy and reported to the state organs at higher levels for the record; If it is not suitable for the actual situation of the autonomous county, it shall be reported to the state organ at a higher level for approval, flexible execution or suspension of execution. Article 8 The organs of self-government of autonomous counties, with the help of state organs at higher levels, give full play to the advantages of local resources, continuously improve labor productivity and economic benefits, develop social productive forces, and gradually improve the material living standards of people of all ethnic groups. Article 9 The organs of self-government of autonomous counties inherit and carry forward the fine traditions of national culture, strengthen socialist education, patriotism education, ethnic policy education and scientific and cultural education, and constantly improve the socialist consciousness and scientific and cultural level of people of all ethnic groups. Article 10 The organs of self-government of autonomous counties persist in publicizing and educating citizens about socialist democracy and legal system, protect the legitimate rights and interests of citizens of all ethnic groups, punish hostile elements who undermine the socialist system according to law, and crack down on economic crimes and criminal activities. In the Autonomous County People's Congress, the number and proportion of representatives of Yao and other nationalities shall be determined by the Standing Committee of the Autonomous County People's Congress in accordance with the principles prescribed by law and reported to the Standing Committee of the Autonomous Region People's Congress for the record.

Among the members of the Standing Committee of the Autonomous County People's Congress, the proportion of Yao nationality should be commensurate with the proportion of its population in the total population of the county, and other ethnic groups should also have appropriate places. There should be a Yao citizen as the director or deputy director. Thirteenth Autonomous County People's Government is the executive organ of the Autonomous County People's Congress and the state administrative organ of the Autonomous County.

Autonomous County People's Government shall be responsible and report its work to the Autonomous County People's Congress and the People's Government of Guangxi Zhuang Autonomous Region, and to the Standing Committee of the Autonomous County People's Congress when the Autonomous County People's Congress is not in session.

The county magistrate of the Autonomous County is a Yao citizen. Autonomous County People's Government consists of county magistrate, deputy county magistrate, director and director. Among the members of the Autonomous County People's Government, the proportion of Yao nationality should be adapted to the proportion of its population in the total population of the county.

Autonomous County People's government implements the county magistrate responsibility system, and the county magistrate presides over the work of the Autonomous County People's government.

There should be a certain proportion of Yao people among the staff of the departments under the organs of self-government of Autonomous County. Article 14 The organs of self-government of autonomous counties shall, according to the actual situation of autonomous counties, determine the institutional setup and staffing of state organs of autonomous counties within the total staffing determined by state organs at higher levels, and report to state organs at higher levels for the record.

The vacancy of attrition in the establishment of state organs, enterprises and institutions in the Autonomous County shall be supplemented by the Autonomous County itself. Article 15 The organs of self-government of autonomous counties take various measures to actively train cadres at all levels and various professional and technical personnel, paying special attention to training cadres and professional and technical personnel from Yao and women. Sixteenth autonomous counties can determine the number of people recruited from various ethnic groups and rural areas when absorbing and recruiting personnel, and the conditions for recruiting ethnic minorities are appropriately relaxed. Enterprises and institutions affiliated to state organs at higher levels in autonomous counties shall give priority to recruiting personnel in autonomous counties, and the conditions for recruiting ethnic minorities may be appropriately relaxed.
