Measures of Zhuhai Special Economic Zone for the Administration of Police Auxiliary Personnel of Public Security Organs

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the basic principles of relevant laws and administrative regulations and the reality of Zhuhai Special Economic Zone in order to standardize the management of police auxiliary personnel in public security organs and give full play to their roles in maintaining social order, cracking down on illegal crimes and serving the people. Article 2 These Measures shall apply to the recruitment, management, guarantee and supervision of auxiliary police officers of public security organs within the administrative area of this Municipality.

The term "auxiliary police" as mentioned in these Measures refers to the personnel who are employed according to law, fully guaranteed by finance, managed and used by public security organs, and perform the duties of auxiliary police as stipulated in these Measures. Police auxiliary personnel are collectively called auxiliary police, including civilian auxiliary police and service auxiliary police.

These measures are not applicable to the recruitment of logistics service personnel engaged in catering, cleaning and security work by public security organs, social security auxiliary forces with the nature of mass prevention and mass treatment by other organs and units, and all kinds of security personnel. Article 3 The management of auxiliary police shall follow the principles of total control, leaning towards the grassroots, dynamic adjustment and classified use. Article 4 The municipal and district people's governments (hereinafter referred to as municipal and district governments) shall incorporate the construction of auxiliary police into the local economic and social development plan.

Hengqin New District, economic function zone management agencies to perform the duties of the district government. Fifth municipal public security organs are responsible for organizing the implementation of these measures.

City, district organization department is responsible for the approval of auxiliary police posts, and regular adjustment, the implementation of dynamic management.

The municipal and district human resources and social security administrative departments are respectively responsible for the recruitment guidance and salary standard approval of auxiliary police.

The municipal and district financial departments shall, in accordance with the financial system, fully guarantee the wages and benefits, equipment configuration, education and training, assessment and reward and related management of auxiliary police.

The municipal and district civil affairs administrative departments are responsible for the martyrs' evaluation of auxiliary police and the martyrs' pension work that meets the conditions of martyrs' evaluation. Article 6 The public security organ shall, jointly with the departments of organization establishment, finance, human resources and social security, formulate the auxiliary police employment quota plan on a regular basis according to the level of economic and social development, social security situation and actual needs, and implement it after being approved in accordance with the prescribed procedures. Article 7 The auxiliary police do not have the status of the people's police, and should carry out auxiliary police activities under the leadership, command and supervision of the people's police of public security organs, and the relevant legal consequences shall be borne by the public security organs. Eighth auxiliary police perform their duties according to law and are protected by law. All units and individuals shall support and cooperate with the auxiliary police in performing their duties according to law. Chapter II Duties and Rights Article 9 Under the command and supervision of the public security organs and their people's police, the civilian auxiliary police shall carry out the following tasks:

(a) clerical assistant, file management, wiring inquiry, window service, certificate handling, information collection and entry and other administrative assistant work;

(two) psychological counseling, medical treatment, translation, non-confidential financial management, software research and development, safety testing, laboratory analysis, network information analysis, on-site investigation, news propaganda, film and television production and other technical support work;

(three) computer and network maintenance, communication security, police equipment maintenance and other police security work;

(four) other work that can be carried out by the civilian auxiliary police as stipulated by laws, regulations and rules. Article 10 Under the command and supervision of the public security organs and their people's police, the service auxiliary police shall carry out the following work:

(a) to prevent and stop illegal and criminal activities;

(2) Public security patrol and duty activities;

(three) to accept the masses for help;

(four) to divert traffic, discourage traffic safety violations, and collect traffic violation information;

(five) the management of detention centers, detention centers, compulsory isolation drug rehabilitation centers, detention centers, and detention centers;

(6) dog management;

(seven) publicity and education on traffic safety, fire safety, social security and drug control;

(eight) other work that can be carried out by the service auxiliary police as stipulated by laws, regulations and rules. Eleventh active auxiliary police under the leadership of the public security organs and their people's police, to help do the following work:

(2) Conducting on-site cross-examination and examination of persons suspected of committing crimes, and continuing cross-examination;

(3) Arresting and escorting criminal suspects;

(five) public security and fire supervision and inspection;

(six) to carry out safety inspection of personnel gathering places;

(seven) after passing the examination, driving police vehicles such as police cars, motorcycles, boats and planes;

(eight) other work that can be carried out by the service auxiliary police as stipulated by laws, regulations and rules. Twelfth auxiliary police shall not engage in the following work:

(1) domestic security, technical reconnaissance, anti-cult and anti-terrorism work;

(2) Handling matters involving state secrets;

(three) the case investigation and evidence collection, issue an appraisal report, and identify the responsibility for traffic accidents;

(four) the implementation of criminal compulsory measures;

(5) Making administrative decisions;

(6) Examining cases;

(seven) the custody and use of weapons and police equipment;

(eight) to enforce the law in its own name;

(nine) the provisions of laws and regulations must be engaged in the work of the people's police of public security organs.
