1. Foreign management liaison officers refer to full-time responsible persons in our city’s foreign-funded enterprises, Hong Kong, Macao and Taiwan-funded enterprises (hereinafter referred to as “foreign-funded enterprises”) This unit receives daily management work such as accommodation registration, document management, and safe accommodation for overseas personnel. It assists the entry-exit management department of the public security organ in publicizing foreign affairs laws and regulations, exchanging information, reporting situations, protecting the legitimate rights and interests of overseas personnel in accordance with the law, and ensuring the safety and security of overseas personnel. For personal safety, if the unit handles relevant procedures for overseas personnel and accompanying family members, and actively cooperates with the public security organs to handle foreign-related cases (incidents) within the unit, the public security entry and exit management department shall be used to assist foreign-invested enterprises. The foreign management liaison officer must be an on-the-job staff member of the enterprise. Foreign-funded enterprises should designate a dedicated person to be responsible for this work and ensure the relative stability of the personnel.

II. Responsibilities of the foreign affairs liaison officer

1. The foreign affairs liaison officer should be familiar with national laws and regulations, be trained and qualified by the public security entry and exit management agency, and master certain visas and residence permits. Knowledge and strong foreign affairs business capabilities;

2. Consciously abide by national laws and regulations and actively promote to overseas personnel in the unit.

3. In accordance with the Ministry of Public Security's "Working Standards for Visas and Residence Permits for Foreigners" and "Working Standards for the Acceptance, Approval and Issuance of Mainland Travel Passes and Endorsements for Taiwan Residents", the above-mentioned "Standards" clearly stipulate that the agency can be handled by the reception unit , relatives and agents in China apply for visas (note) and certificate procedures for overseas personnel, and perform relevant duties.

4. Assist the unit’s overseas personnel to register for temporary accommodation.

5. Supervise the overseas personnel of the unit to improve their own safety awareness.

6. Cooperate with the public security entry-exit management departments and relevant departments at all levels to quickly and properly handle various cases (incidents) involving overseas personnel of the unit and other related work.

7. Be familiar with the visa (note) and certificate information of the unit’s permanent overseas personnel and temporary overseas personnel, and remind the above-mentioned personnel to apply for visa (note) and certificate extension in a timely manner.

8. Report in a timely manner to the branch (city) bureau’s public security exit and entry management department of the unit’s new and departing permanent overseas personnel and other short-term overseas personnel in Qingdao;

9. Foreign affairs liaison officers must carry out their work under the guidance of the entry-exit management department of the public security organ.

3. Application materials for foreign management liaison officers

1. The foreign management liaison officer must be a regular employee of the company or the institution and must submit the social insurance paid by the company in the previous year. Voucher (signed by the principal person in charge of the unit and stamped with the official seal), and keep three copies.

2. Submit the original copy of the company's business license, the original organization code and the original ID card of the foreign management liaison officer, and keep three copies of each.

3. Fill in the "Registration and Approval Form for Foreign Affairs Liaison Officer" in triplicate (with photos attached).

4. The "Foreign Affairs Liaison Officer Certificate" is subject to an annual review system and is valid for one year. When the validity period expires, foreign-invested enterprises (including Hong Kong, Macao and Taiwan enterprises) can apply to the Exit and Entry Management Section of the branch for extension procedures.

After the "Foreign Affairs Liaison Officer Certificate" is lost, stolen, or damaged, the foreign affairs liaison officer and the foreign-funded enterprise where he/she works should immediately report the loss to the public security exit and entry management department of the branch (city) bureau where the enterprise is located. The Exit-Entry Administration Bureau will verify the situation and declare the certificate invalid before it can issue a new one.

5. Management of Foreign Affairs Liaison Officers

The Exit-Entry Management Section of each branch (city) bureau and the police station must hold regular meetings of Foreign Affairs Liaison Officers to exchange experiences and report situations; issues will be reported.

Praise those who have performed well and made outstanding achievements;

Foreign management liaison officers who are incompetent or irresponsible shall be ordered to replace them by their foreign-funded enterprises. If a foreign management liaison officer's work errors lead to serious consequences, while pursuing his relevant legal responsibilities, he will be notified throughout the city and his qualification as a foreign management liaison officer will be permanently revoked.

VI. Instructions for foreign affairs liaison officers to apply for certificates

1. Foreign affairs liaison officers must bring them with them when applying for visas (notes) and certificates for overseas personnel of their unit when they go to the public security entry-exit management department. "Certificate of Foreign Management Liaison Officer" and submit a copy of "Certificate of Foreign Management Liaison Officer".

2. If the foreign affairs liaison officer is unable to go to the public security entry-exit management department to apply for visas (note) and certificates for overseas personnel due to special reasons, the company where he works can issue a certificate and entrust the company's staff to bring the foreign affairs liaison officer with him. The original certificate, personal ID card, original and copy of the work permit can only be processed after they are submitted to the front desk police for inspection;

3. If you hold a corporate power of attorney but are unable to provide the original foreign management liaison officer certificate, you must The Exit and Entry Management Section of the branch (city) bureau issues a certificate (indicated with the "Foreign Affairs Liaison Officer Certificate Number"), and submits the original and copy of the trustee's ID card and work permit to the front desk police for inspection before the application can be processed;

4. If the foreign administration liaison officer certificate is still in the process of application, you can submit the certificate issued by the enterprise, a letter of introduction from the Exit and Entry Management Section of the branch (city) bureau where the enterprise is located, personal identity certificate, and the original and copy of the work permit to the front desk. It can only be processed after police inspection.

VII. Penalties

1. If the foreign affairs liaison officer handles visas and residence permits for non-company overseas personnel in the name of the company where he/she works, once discovered, a report will be issued throughout the city. , announced that his foreign affairs liaison officer certificate was invalid and his qualification as a foreign affairs liaison officer was permanently cancelled.

At the same time, the credit rating of the company will be lowered, and any application for agency business from the company will not be accepted within six months, and the applicant must be interviewed before being accepted.

2. The foreign management liaison officer takes advantage of his position to provide false materials for non-company overseas personnel to apply for visas and residence permits; forges, alters, trades, or uses forged, altered, or traded materials Anyone who fails to apply for a visa or residence permit will be permanently disqualified from serving as a foreign affairs liaison officer and will be held legally responsible. At the same time, the company's credit rating will be reduced. Any application for agency business from this enterprise will not be accepted within one year, and the applicant must be interviewed before acceptance.

3. If the foreign management liaison officer fails to perform the duties stipulated in these regulations, resulting in the overseas personnel of the company being separated from supervision, illegally staying, illegally seeking employment, or other serious violations of Chinese laws, the company's foreign management liaison may be canceled as appropriate. The staff will handle the business for overseas personnel on behalf of overseas personnel. After rectification, it will be restored based on the situation.

If state-owned enterprises, private enterprises, joint-stock enterprises, and schools and training institutions qualified to hire foreign cultural and educational experts need to establish foreign management liaison officers, they shall refer to this system.
