Regulations on the administration of security services

Article 13 A unit that employs security guards by itself shall have the qualification of a legal person, have security guards who meet the requirements stipulated in these Regulations, and have a sound security service management system, post responsibility system and security guard management system.

Entertainment places shall, in accordance with the provisions of the Regulations on the Administration of Entertainment Places, employ security guards from security service companies, and shall not employ security guards themselves.

Article 14 Units that employ security guards by themselves shall, within 30 days from the date of starting security services, file with the public security organ of the local municipal people's government, and the following materials shall be provided for the record:

(a) the legal person qualification certificate;

(two) the basic situation of the legal representative (principal), the person in charge and the safety officer;

(three) the basic situation of the security service area;

(four) the establishment of security service management system, post responsibility system and security management system.

Where a unit that employs security guards by itself no longer employs security guards to provide security services, it shall go through the formalities of filing and cancellation with the public security organ within 30 days from the date of stopping security services.

Measures for the public security organs to implement the regulations on the administration of security services

Article 18

Organs, organizations, enterprises and institutions employ security guards themselves to engage in the safety prevention work of their own units, and property service enterprises to carry out order maintenance and other services within the property management area shall, within 30 working days from the date of starting security services, file with the local public security organs of the districts and cities. The following materials shall be submitted for the record:

(a) the qualification certificate of the unit as a legal person;

(2) Basic information about the legal representative (principal responsible person), the person in charge of security services and the security guards;

(three) the basic situation of the security service area;

(four) the establishment of security service management system, post responsibility system and security management system;

(5) On-the-job training of legal and safety professional knowledge and skills for security guards.

Acceptance conditions: If the organs, organizations, enterprises and institutions employ security guards to engage in the security work of their own units, the property service enterprises that provide services such as order maintenance within the property management area shall file with the public security organs within 30 working days from the date of starting the security service.

Materials to be submitted

1. Original and photocopy of industrial and commercial business license;

2. The original and photocopy of the ID card of the legal representative and the person in charge of the security service of the unit that employs the security guard by itself, the resume of the person in charge of the security service and the proof of no criminal record;

3. Property certificate and lease contract of the office hired by the security guards themselves (if the property company needs to provide services, the property certificate and lease contract of the office);

4 special safety equipment and equipment list (in line with national technical quality standards);

5. The security management system, post responsibility system, emergency plan for emergencies, accidents and natural disasters of the units that employ security guards by themselves;

6. The document of recruiting security guards by the unit that recruits security guards by itself or the property service contract that the property company provides security services;

7. The plan of the security service area, the configuration of security personnel and the configuration of security equipment of the self-employed security guards;

8. The roster of security guards, the original and photocopy of security guards' ID cards and the photocopy of security guards' ID cards of the units that employ security guards themselves;

9. Protection of rights and interests of security guards.

Step 1: The applicant goes to the safety supervision department of the public security bureau where the household registration is located to receive the relevant application form;

Step 2: After the applicant has prepared all the application materials, he will directly submit the application materials to the safety supervision department of the public security bureau where his household registration is located, and the staff will receive and check the application materials. If the application materials are complete and meet the statutory requirements, it shall be accepted. If the application materials are incomplete or do not meet the statutory requirements, all the contents and standards that need to be supplemented and corrected shall be clearly informed at one time.

Step 3: The staff shall review the application materials submitted by the applicant according to the relevant laws, regulations and rules, and notify the applicant to register.
