1. Scope of application of these Measures

These Measures are applicable to people's organizations with social management or service functions, enterprises and institutions that provide social services or participate in social management in the fields of social welfare, social assistance, social charity, community building, disability rehabilitation, special care and resettlement, employment, judicial correction, health services, services for the elderly, youth services, marriage and family services, urban and rural communities and rural grassroots organizations, and public service social organizations.

II. Principles of implementation

(1) Follow the principles of being scientific and reasonable, streamlining efficiency, setting posts according to needs, competing for posts and classified management.

(2) adhere to the principle of total number of posts, structural proportion and top-level control.

(3) adhere to the principle of no new staffing and community full-time staff posts.

(4) adhere to the principle of correspondence between duties and tasks, work standards, qualifications and remuneration.

III. Post grades, names and conditions for employment and promotion of social work majors

(1) Post grades. Combined with the actual situation in our city, social work professional posts are divided into four grades (senior social worker, social worker assistant and social worker). Among them, senior social workers are divided into three grades, corresponding to the fifth, sixth and seventh grades of professional and technical posts respectively; Social workers are divided into three grades, corresponding to the eighth, ninth and tenth grades of professional and technical posts respectively; Assistant social workers are in the second grade, corresponding to the eleventh and twelfth grades of professional and technical posts respectively; Rank one.

4. Social organizations: professional social work institutions and public service social organizations that should provide services mainly by social work methods. Generally, social work posts are not less than 35% of the total number of institutional posts; For other public welfare service social organizations that accept services purchased by the government, the proportion of social work posts is generally not less than 25% of the total number of institutional posts.

The remuneration and other welfare benefits of professional and technical personnel engaged in social work in public service social organizations shall be determined by the contracting institution according to the qualifications, qualifications, work ability and completion of work tasks of the personnel to be employed. In the pilot stage, public welfare service social organizations can make 1% adjustment in the "Guangzhou 21 Public Welfare Service Social Organization Professional and Technical Personnel Salary Guidance Price Table" (see Annex) according to the actual situation of the local institutions, and determine the salary cost of government purchasing social services.
