Second, it is required to abide by the Measures for the Supervision and Administration of Administrative Licensing in Jiangsu Province (OrderNo. 108 of the People's Government of Jiangsu Province) and the Regulations on the Administration of Administrative Services in Jiangsu Province, and do a good job in implementation. Third, in accordance with the requirements, promote the reform of administrative examination and approval, vigorously improve administrative efficiency and service level, improve and enrich the 100 rectification material ledger, and formulate and implement rectification measures for the provincial inspection team to look back. Fourth, according to the requirements of provincial and municipal government affairs open offices, do a good job in reporting the basic situation, stationing matters and workload of county and town government affairs (convenience) service centers, and report them to the county government industrial and commercial office and Xuzhou government affairs open office in a timely manner after statistical summary.

According to the needs of the work, in order to effectively promote the organization, leadership and overall coordination of government services in our county, a leading group for government services in Suining County was established in June, with the county government in charge of the leadership as the leader, the county government office, the Commission for Discipline Inspection and the government office as the deputy heads, and all relevant window units as member units. In addition, the county government attaches great importance to the administrative examination and approval work, and has included the centralized administrative examination and approval work in the performance appraisal of county-level organs and units for three consecutive years.

Since taking over in August last year, in order to better promote the open and transparent online operation of administrative power in our county, combined with the actual situation, we actively reported the current situation and next work plan of our county's exercise to the county party Committee and county government, and strengthened supervision and assessment according to the spirit of county leaders' instructions, established and improved the exercise mechanism, issued the exercise work report, and formulated the quarterly assessment system of exercise work. At the same time, all relevant window units are required to apply for electronic filing on the online platform of administrative power in our county according to the provisions of the power list, and submit the cancelled undertaking items to the county legislative affairs office for filing in time to ensure that the list is dynamically adjusted in place and seamlessly connected with the provincial and municipal power lists to prevent problems such as cancellation and failure to grasp the power items. This year, with the great attention of the county government, the exercise of power has been included in the performance appraisal system of county-level organs.

(5) Constantly standardize the public resource trading market. According to the work arrangement of cities and counties, the data integration of public resources transactions will be realized in advance, and the data submission system will be established on the 29th of each month. Our office will collect the transaction data of eight units, including County Health Planning Commission, Transportation Bureau, Water Conservancy Bureau, Agriculture Commission, Land and Resources Bureau, Housing and Construction Bureau, Environmental Protection Bureau and Finance Bureau, and report them to the county government and Xuzhou Municipal Office. From the end of June, Jiangsu Province began to fill in the transaction data of public resources, and our office will directly upload the transaction data of public resources in our county to the Jiangsu Provincial Public Resources Trading Network through this system, so as to realize three-level networking and data sharing among provinces, cities and counties. In the first half of the year, the total number of public resources transactions in our county was 197, and the total transaction amount was19102.9 billion yuan.

(six) actively prepare for the construction of the new government hall. According to the requirements of the provincial inspection team and the overall arrangement of the county government, combined with the renovation progress of the new government affairs hall in the county, our bureau actively designed the window layout of the new hall, focusing on investigating and promoting the situation of window units such as county people's society, civil affairs, land, agriculture commission, national tax, local tax, justice and public security entering the new government affairs hall, and referring to the situation of government affairs halls in surrounding counties (cities), we plan to enter 40 window units and set up 220 front-desk service windows to get an optimized plan. County Runqi Company takes the lead in the construction and decoration of the new government affairs hall. We will actively cooperate to improve the software scheme and supporting weak current of the government service platform in the new hall, and strive to build the new government service hall into an information and intelligent platform carrier, so that businesses and people can do things faster.

Second, the next step plan

1. According to the general requirements of the State Council 1 document "one window, one network, all in and all out", combined with the relocation of the new government hall (15000m2), according to the provincial government's 108 order and the administrative regulations of Jiangsu Province on government services, all relevant window units in the county are planned to be stationed in the hall in a centralized way, and one-stop operation is implemented. 2. According to the general requirements of the reform of five lists of provinces and cities and seven administrative examination and approval systems on 1 platform, we will vigorously promote Internet+government services, implement a one-stop acceptance and full-service mode, upgrade the online open and transparent operation system of administrative power in our county, embed two templates of parallel approval of industry and real estate into software, and create online and offline government affairs covering counties, towns (streets) and villages (communities).

3. According to the spirit of the Notice of the Office of the Municipal Government on the Establishment of the Leading Group for the Integration of Public Resource Trading Platforms in Xuzhou City (Xu Zhengban Fa [20xxx] No.82), a leading group for the integration of public resource trading platforms in our county was established in due course. Combined with the relocation of the new government affairs hall (1.5 million ㎡), eight units with public resources trading services, including county finance bureau, transportation bureau, housing and construction bureau, land, water conservancy, health planning commission, agriculture commission and environmental protection, will be concentrated on the fourth floor of the government affairs hall. Construction of a unified county public resources trading platform, the county's public resources trading matters are all included in the platform. The first step is to realize physical integration and online integration. Actively cooperate with the county office to set up the county public resources trading center as soon as possible, as a fully funded institution under the county government service management office.

4, according to the requirements of two studies and one doing, combined with the new government affairs hall put into use, strengthen the leadership of the party committee on the window government service work, and give full play to party member's vanguard and exemplary role in the window government service work. It is suggested that the Party Working Committee of Suining County Administrative Service Management Office be established in time, and the relationship between the window staff and the party group stationed in the center be transferred to the Party Working Committee of the county government office in an orderly manner. Give the outstanding window staff of the county government affairs office the right to recommend deputy-level reserve cadres; Those who have worked in the center for more than two years are regarded as working at the grassroots level. At the same time, it is suggested that the window of the county government affairs hall should be used as the base for the county organization department to exercise cadres.

5. Deepen the reform of the administrative management system, take decentralization, combination of decentralization and management, and optimization of services as the first move to comprehensively deepen the reform, speed up the construction of a service system framework for centralized examination and approval of comprehensive law enforcement standards, strive to achieve a seal for examination and approval, a team for law enforcement, and a set of standards for service, and set up an administrative examination and approval bureau in a timely manner to comprehensively improve service efficiency and level.
