Article 2 These Measures shall apply to the safety management of holding large-scale mass activities within the administrative region of this province.

The large-scale mass activities mentioned in the preceding paragraph refer to the following activities organized by legal persons or other organizations for the public, with an estimated number of participants reaching 1000 or more each time:

(1) Sports competitions;

(2) Concerts, concerts and other cultural performances;

(three) exhibitions, exhibitions and other activities;

(four) garden, lantern festival, temple fair, flower show, fireworks and other activities;

(five) job fairs, lottery sales and other activities;

(six) other large-scale mass activities that affect public safety. Article 3 The safety management of large-scale mass activities follows the principles of safety first, prevention first and comprehensive management, and adheres to the principle that the undertaker is responsible and the government and its departments supervise. Article 4 The people's governments at or above the county level shall lead the safety management of large-scale mass activities within their respective administrative areas, urge public security organs and relevant departments to perform their duties according to law, and coordinate and solve major problems in the safety management of large-scale mass activities. Fifth public security organs of the people's governments at or above the county level shall be responsible for the safety management of large-scale mass activities within their respective administrative areas, and shall guide, supervise and inspect the safety and security work of large-scale mass activities.

The public security organs of the people's governments at or above the county level shall, jointly with the relevant departments of safety supervision, quality supervision, commerce, culture, sports, education, tourism, gardening, construction, transportation, industry and commerce, health, urban management, cultural relics and meteorology, perform their duties of supervision and management of the safety of large-scale mass activities according to law. Article 6 The relevant departments of the people's governments at or above the county level shall be responsible for the safety of large-scale mass activities related to their duties in accordance with the provisions of relevant laws and regulations. Chapter II Safety Responsibility Article 8 The undertaker of large-scale mass activities (hereinafter referred to as the undertaker) shall be responsible for the safety of the activities it undertakes.

(nine) to provide necessary materials, funds and other guarantees for the safety of large-scale mass activities;
