In the fourth year of Tang Wude (62 1), Beiliu County was divided into three counties: Beiliu, Lingcheng and Fulai, and Luchuan County was restored, all of which belonged to Tongzhou (governing Beiliu). In the first year of Zhenguan (627), it belonged to Rongzhou.
