Regulations on the Protection and Management of Guangnan Historical and Cultural City in Wenshan Zhuang and Miao Autonomous Prefecture, Yunnan Province

Chapter I General Provisions Article 1 In order to strengthen the protection and management of historical and cultural cities in Guangnan, these Regulations are formulated according to the Law of People's Republic of China (PRC) on Regional Ethnic Autonomy, the Regulations on the Protection of Famous Historical and Cultural Cities, Towns, Villages and Streets in Yunnan Province and the actual situation of Guangnan Historical and Cultural City in Wenshan Zhuang and Miao Autonomous Prefecture. Article 2 Units and individuals that operate within the protection scope of famous cities shall abide by these regulations. Article 3 The protection scope of famous cities: centering on "X" Street, it reaches Ang Lee Yunlu in the east, Delezhai in the south, Liancheng Road in the west and Lianhu North Road in the north, with a total area of 97.4 hectares.

The scope of protection of famous cities is delineated and announced by Guangnan County People's Government. Article 4 The protection and management of famous cities shall adhere to the principles of scientific planning, giving priority to protection, giving priority to rescue and rational utilization. Article 5 The people's governments of autonomous prefectures and Guangnan counties shall strengthen the protection and management of famous cities, incorporate them into the national economic and social development plan, and set up special funds for the protection and management of famous cities. Article 6 Guangnan County People's Government shall set up a famous city management organization, which is subordinate to the county cultural department, and its main responsibilities are:

(a) to publicize and implement the relevant laws, regulations and these regulations;

(two) to organize the preparation of famous city protection planning;

(three) to formulate measures for the protection of famous cities and organize their implementation;

(four) to establish the scope of protection, determine the key protection objects, and establish files;

(five) to perform other duties entrusted by these regulations. The planning and construction departments and cultural departments of the seventh Autonomous Prefecture People's Government shall be responsible for the supervision, guidance and coordination of the protection, management and development and utilization of famous cities. Article 8 The cultural administrative department of Guangnan County People's Government is responsible for the protection, management and utilization of historical and cultural blocks, historical buildings, immovable cultural relics and intangible cultural heritage in Guangnan.

The departments of development and reform, finance, planning and construction, land and resources, public security, water affairs, forestry, economy and commerce, tourism, local chronicles, education, ethnic religion and archives of Guangnan County People's Government shall, according to their respective functions and duties, do a good job in the protection, management and utilization of famous cities. Article 9 The people's governments of autonomous prefectures and Guangnan counties shall formulate preferential policies, encourage domestic and foreign organizations and individuals to participate in the protection and development of famous cities, and carry out activities such as tourism service management. Tenth Guangnan County People's Government shall commend and reward the units and individuals that have made remarkable achievements in the protection and management of famous cities. Chapter II Protection Planning Article 11 The Guangnan County People's Government shall prepare a protection plan for famous cities, which shall be implemented after being approved by the people's government of the autonomous prefecture and submitted to the provincial people's government for approval. Twelfth city protection planning shall include the following contents:

(1) Principles, contents and scope of protection;

(2) Protection measures and construction control requirements;

(3) Requirements for protecting the traditional pattern and historical features;

(four) the core protection scope, construction control zone and style coordination zone of historical and cultural blocks and historical buildings;

(five) the implementation plan of the protection plan. The detailed planning of key protected areas and historical and cultural blocks within the protection scope of thirteenth famous cities shall be compiled by the planning and construction department of Guangnan County People's Government in conjunction with the cultural department and implemented after being submitted for approval according to regulations. Fourteenth approved urban protection planning and detailed planning shall not be changed without authorization; If it is really necessary to change, it shall be submitted for approval in accordance with the original examination and approval procedures. Fifteenth traditional houses, buildings, structures and related facilities included in the protection planning of famous cities shall be protected by listing.

Traditional houses, villages and buildings that are not included in the protection plan of famous cities, but have traditional features or national characteristics, shall be explored by the planning and construction department of Guangnan County People's Government in conjunction with the competent cultural department. Those that meet the requirements shall be submitted for approval according to the prescribed procedures, and planning control shall be implemented. Chapter III Protection and Management Article 16 The main protection objects of famous cities are:

(1) Ruins and historic buildings of Chengmen Building in Guangnan;

(2) East Street, South Street, West Street and North Street;

(3) Nongshi Tusi Yamen, Haotian Pavilion, Dutian Pavilion, Confucian Temple, Manjuji, Jie Zhen Archway, Huanggu Temple, Huguo Temple, Martyrs' Temple, etc.

(4) Residential buildings at No.208 West Street, No.60 South Street, No.73 North Street, No.0/34 South Bridge/KLOC, Lianhu Pavilion, etc.

The specific list of the main protected objects of famous cities shall be announced to the public after being approved by the Guangnan County People's Government and reported to the Autonomous Prefecture People's Government for approval. Seventeenth construction within the scope of protection of famous cities should focus on the development of culture, commerce and tourism, and maintain historical features, street patterns and architectural features. Eighteenth Guangnan County People's government planning and construction departments and cultural departments should strengthen the examination and supervision of construction projects within the scope of protection, and investigate and deal with illegal construction projects. Nineteenth new construction, renovation and expansion of buildings and structures within the scope of protection of famous cities shall conform to the protection plan of famous cities and be approved by the people's government of Guangnan County. Buildings and structures that do not meet the protection plan of famous cities should be transformed by stages. The following acts are prohibited within the scope of protection of twentieth famous cities:

(a) damage, destruction of buildings, structures and articles as the main protection object;

(two) unauthorized removal, demolition of buildings, structures and their components;

(three) unauthorized excavation of streets;

(four) unauthorized dredging, soil, reclamation;

(five) the destruction of public green space, flowers and trees and greening facilities and other municipal facilities;

(six) daubing, depicting and destroying ancient and famous trees;

(seven) moving or damaging the signs of cultural relics protection.
