Regulations of Tianjin Municipality on Promoting Rural Revitalization

Chapter I General Provisions Article 1 In order to fully implement the strategy of rural revitalization, promote the all-round upgrading of agriculture, the all-round progress of rural areas and the all-round development of farmers, and accelerate the modernization of agriculture and rural areas, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Promotion of Rural Revitalization and other relevant laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities within the administrative area of this Municipality to promote the revitalization of rural industries, talents, culture, ecology and organizations, and promote the integration of urban and rural development. Article 3 To fully implement the rural revitalization strategy, we should adhere to the leadership of the China Producer Party, implement the new development concept of innovation, coordination, green, openness and enjoyment, implement the general requirements of industrial prosperity, ecological livability, rural civilization, effective governance and affluent life, adhere to the priority development of agriculture and rural areas, adhere to the dominant position of farmers, adhere to the harmony between man and nature, and persist in reform and innovation. Article 4 This Municipality will build a pattern of rural revitalization with Tianjin characteristics, create an upgraded version of modern urban agriculture, establish and improve the system, mechanism and policy measures of urban-rural development integration, promote the formation of a new relationship between workers, peasants and urban areas, deepen rural reform, encourage innovation and creation, promote the construction of beautiful countryside, beautiful countryside and beautiful courtyards, and build an industrial town, a livable town, a civilized town and a happy town, so as to promote high-quality and efficient agriculture, livable rural areas and rich farmers. Article 5 This Municipality implements the working mechanism of rural revitalization with the overall responsibility of the city and the implementation of districts, townships and villages.

People's governments at all levels shall incorporate the promotion of rural revitalization into the national economic and social development plan, and establish and improve the evaluation system, annual work report system and supervision and inspection system for rural revitalization.

Villagers' committees and rural collective economic organizations shall, under the guidance of township people's governments, organize and mobilize villagers to actively participate in rural revitalization. Article 6 The agricultural and rural departments of the city and relevant districts shall be responsible for the overall coordination, guidance, supervision and inspection of rural revitalization and promotion within their respective administrative areas.

Relevant departments such as development and reform, education, science and technology, finance, human resources and social security, planning resources, ecological environment, housing and urban construction, water affairs, culture and tourism, health and auditing are responsible for rural revitalization and promotion within their respective functions and duties. Article 7 People's governments at all levels and their relevant departments shall widely publicize the laws, regulations and policies related to rural revitalization and promotion through various forms, and encourage and support people's organizations, social organizations, enterprises and institutions and other social sectors to participate in activities related to rural revitalization and promotion.

The news media should publicize the rural revitalization strategy for public welfare and create a good social atmosphere for the implementation of the rural revitalization strategy.

Units and individuals that have made remarkable achievements in rural revitalization shall be commended and rewarded in accordance with the relevant provisions of the state and this Municipality. Chapter II Industrial Development Article 8 This Municipality will speed up the construction of modern urban agricultural industrial system, production system and management system, adhere to the principle of promoting agriculture through science and technology, quality, green and brand, promote the structural reform of agricultural supply side, and improve the comprehensive benefits and competitiveness of agriculture. Article 9 The people's government of the relevant district shall take the region as a unit, rely on the advantageous and characteristic resources in rural areas, develop modern farming, modern aquaculture, agricultural product processing, rural trade circulation, rural leisure tourism and other industries, cultivate new rural industrial formats such as enjoying economy, creative agriculture and characteristic cultural industries in rural areas according to local conditions, support rural areas with conditions to build an idyllic complex, and promote the integrated development of rural primary, secondary and tertiary industries. Article 10 People's governments at all levels should develop and expand new agricultural business entities, cultivate family farms, encourage the development of farmers' professional cooperatives, support leading enterprises in agricultural industrialization to establish and improve the modern enterprise system, enhance the scale of development, and implement the whole industrial chain operation. Eleventh the city strictly implements the provisions of the governor responsibility system for food security and the mayor responsibility system for "food basket".

The municipal and relevant district people's governments shall improve the support policies for grain production functional zones and important agricultural products production protection zones and organize their implementation, gradually improve the comprehensive development level of facility agriculture, popularize high-quality and high-yield varieties, and implement three-dimensional planting and other production methods to improve the production capacity and quality and efficiency of grain and important agricultural products.

The municipal and district people's governments shall ensure the effective supply, quality and safety of grain and vegetables, meat, eggs, milk, aquatic products and other important agricultural products, implement various supporting policies, strengthen the infrastructure construction of grain reserves, storage and preservation of important agricultural products, cold chain transportation, and improve the supply guarantee capacity of grain and important agricultural products. Twelfth permanent basic farmland protection system, the most stringent farmland protection system, strictly observe the red line of farmland protection.

The municipal and relevant district people's governments shall strictly control the use of land, strictly implement the provisions on preferential utilization of cultivated land, strictly control the conversion of cultivated land into construction land, strictly control the conversion of cultivated land into other types of cultivated land such as forest land and garden land, strengthen the construction of infrastructure such as farmland water conservancy, build and protect high-standard farmland, improve farmland production functions, improve grain production conditions and improve farmland quality. Article 13 The departments of agriculture, rural areas and science and technology should strengthen the protection and utilization of agricultural germplasm resources, strengthen the foundation of biological breeding, give full play to the advantages of biological breeding, carry out research on key technologies for the cultivation and breeding of improved varieties of crops, livestock and poultry and aquatic products, strengthen the protection and development of varieties and provenances of special agricultural products in this Municipality, and ensure the safety and quality of provenances.
