Shenbei New District, affiliated to Shenyang City, Liaoning Province, is one of the ten major municipal districts in Shenyang. It is located in the northern suburbs of Shenyang, in the middle of the northeast urban corridor of Shenyang, Dalian, Changchun, and Harbin, and is adjacent to the Third Ring Road to the south. It faces Tieling and Faku County across the Liaohe River and Wanquan River to the north, is adjacent to Fushun City and Tieling County to the east, is connected to the Western Liaoning Corridor to the west, and is connected to Xinmin City and Yuhong District.

In 2000, Xinchengzi District governed 2 streets, 6 towns, and 6 townships; on December 13, 2002, Liao Zheng [2002] No. 323 approved: 1. Wangbin Township was revoked and adjusted Magang Township administrative region. The six villages (Zengzigou, Zhangzigou, Heilinzi, Hexin, Fangshengou and Shanchengzi) under the original jurisdiction of Wangbin Township (an area of ??25.85 square kilometers) were included in Magang Township.
