While the supply of college graduates exceeds demand, the structural contradiction has not been alleviated: from the perspective of professional education structure, the supply of urgently needed majors exceeds demand, the supply of long-term majors exceeds demand, the supply of graduate students exceeds demand, the undergraduate students are flat, and the number of college graduates returning to their original places continues to rise. At the same time, in recent years, the number of graduates from private independent colleges in Gansu Province has increased rapidly. In 2006, there were nearly 5,000 graduates of private independent colleges in Gansu Province, accounting for 8.6% of the graduates of ordinary colleges and universities in the province. However, the composition of students, training methods and social recognition make the employment of graduates of such colleges face great challenges and pressures, and the employment rate has been hovering around 60% in recent years.
In recent years, Gansu Province has intensified the government's regulation and control over the employment of graduates, and the number of graduates who spend money on employment has gradually increased. Facing the severe and complicated employment situation of college graduates, the central government and our province have successively issued a series of policies and measures conducive to the employment of graduates; Guide and encourage graduates to find jobs at the grassroots level. In June, 2005, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Guiding and Encouraging College Graduates to Face Grassroots Employment, which marked that China college graduates have entered a new stage of facing grassroots employment in the new era. Nowadays, employment is realized in the competition of labor supply exceeding demand. Objectively, some graduates are required to choose their own development opportunities in the space and field of flexible employment, give play to their intelligence and realize their life value in the space of flexible employment.
Flexible employment, including self-employed, freelance and temporary employment, is one of the seven forms of employment stipulated by the state at present. Therefore, only by preparing for flexible employment can we find our place in the fierce employment competition.
